Job Title: Lead Cost Estimator

Rate/Salary: Negotiable
Duration: 3- 6 months

The Company:
Our client is a major oil and gas company within Australia and is the largest producer of gas to the domestic market within the country. Active for more then 40 years, they have the largest exploration portfolio by area and are currently listed as one of Australia's Top 30 Companies.

The Role:
The Lead Cost Estimator will report to the Surface Controls Leader and will be responsible for leading and managing the cost estimation activities for surface facilities. They will perform and validate cost estimates of surface installations while developing and maintaining the cost data bases by experience feedback, scouting by other operators, market studies and information on new development techniques. The Lead Cost Estimator will also be responsible for the upkeep of tools required to perform different types of cost estimates and must also ensure that the Cost Estimation Team is effective by anticipating workload and meeting quality required.

Key Accountabilities include (but are not limited to):

- Maintain relation with technical team within Surface Facilities area to support the activity with cost estimation during studies
- Accountable for the quality of cost estimation. In particular, all costs will be given with indication of quality and accuracy of results
- Evaluate local market conditions and the cost of service companies
- Analyze the risks
- Evaluate the cost of unforeseen events
- Perform comparisons by benchmarking results
- Coordinate all cost estimates and estimate reviews and ensure consistency
- Calculate costs of different components of an estimation using the tools available
- Check costs provided by external consultants engaged with surface facilities design
- Contribute to the issue of elements to be included in the Long Term Plan, to issue the most accurate and realistic long term vision
- Assist with all cost/forecasting analysis and consolidations
- Guarantee the excellence and quality of studies; check the validity and consistency of the methods employed. Participate in quality reviews required within the disciplines. Contribute to the Assurance Quality plan for GLNG Concept.
- Ensure development of methodology for cost estimation of surface facilities
- Develop and prepare detailed and integrated procedures for Cost Estimating
- Develop and manage input to the quantitative cost risk analysis model and manage the allocation and use of contingency through the system.
- Define the operating principles and evolution of the cost data bases
- Coordinate collection of data and analysis from the various Project groups, analyze it for consistency before including in a database
- Conduct periodic check estimates to ensure the integrity of the Master Control Estimate
- Demonstrate personal commitment to the EHS Policy and ensure compliance with all relevant Statutory and GLNG EHS standards
- Lead the cost estimation group and support, develop and coach staff to optimise potential of the team

Essential Skills / Qualifications:
- Expert with various proprietary project management and cost management computing systems
- LNG experience essential.
- Significant experience in cost analysis and procedures
- Demonstrated leadership experience in managing teams
- Extensive experience in the oil industry cost function, including significant experience on large multi-national and multi-location projects
- Must have full rights to work in Australia

Desirable Skills / Qualifications:
- Post Graduate Qualifications in relevant field
