The Company:
Our client is a leading global supplier of consultancy, engineering, and project management services in the the world's oil and gas, minerals and metals, clean energy, environmental and infrastructure markets.

The Role:
To prepare all types and classes of Cost Estimates. Plan, coordinate, and perform Cost Estimating functions on all types of projects in the Oil and Gas sector, for various geographic locations, for both Offshore and Onshore projects.

PROJECT:

This is a corporate role working across a whole range of onshore and offshore projects with a variety of clients.

RESPONSIBILITIES:

To be responsible, as and when required for the Estimating of complete projects by application of recognised norms and databases.

To establish systems to enable constant and efficient data retrieval and analysis, to assist in a continual improvement of future estimates. To ensure that the tools used are complete and compiled current site data.

To liaise during the Estimating phase between various members of the engineering department, Project Management and construction disciplines to establish continuity and consistency.

Review and incorporate historical data from purchase orders, subcontracts, productivity analysis reports, etc. into unit and man-hour figures.


Review specifications, drawings, and attend meetings, etc. to determine scope of work and required contents of estimate.


Insure all working documents and data are maintained to back-up estimate figures.


To assemble and present a professional estimate with the tools and systems available


May assist in the preparation of studies, materials and methods, recommendations, and relative cost estimates as required.


PROFILE:


Although a degree in Engineering is desirable, a minimum of HND preferably in an Engineering Discipline is essential. However, candidates with the right experience may be considered without the relevant qualifications. Knowledge is required of the various types of Estimates from Order of Magnitude to Fixed lump sum and the recognition of their impact upon the various costing philosophies.


A construction site experience would be an advantage with knowledge of site norms and working practices. The candidate must be able to read and decipher drawings (P&ID’s, Iso’s, Line lists, etc) to determine quantities, specifications and the full scope of the estimate. They must be able to liase with the construction disciplines to ensure that the most effective construction philosophy is sought.


Thorough knowledge of company procedures, estimating techniques, all engineering disciplines, cost control systems and accounts required. Ability to estimate within discipline area all types of projects/contract plus ability to coordinate and supervise group work effort.


The candidate must have the ability to produce Estimates that can be substantiated and are professional in format to the required degree of accuracy.


Extensive onshore and offshore construction estimating experience is essential. Good communicative and interpersonal skills are also required.

ACCOUNTABILITY:

The Lead Cost Estimator is responsible to the Estimating Manager on a Functional Basis and Project Managers on a single estimate basis.
