The Role:
Our client is looking for a Lead Cost Estimator with detailed experience of providing cost estimates for LNG projects in the early phases.

The position requires a highly skilled / highly motivated candidate due to the nature of a multibillion US$ mega Program involved, the implementation phases of this unique Program Development will take place in different parts of the world. FEED, engineering, procurement, fabrication, installation, commissioning and start up activities will be carried out by specialized consultants, contractors and fabrication yards worldwide. Therefore, high mobility and international / multi cultural experience in large scale development projects will be key criteria in qualifying for the roles.

Job Purpose:
Will be responsible to provide expert guidance, assurance and preparation of cost estimates for all the program. The Leader position will assure functional Cost Estimating expertise and functional management of to other Cost estimators. This position will be responsible for the overall integrity and quality of Portfolio/Program cost estimates procedures and correct implementation of the Program/Project processes, procedures and Systems at lower levels of the organization.

Main responsibilities :
Assuring implementation of project estimating procedures and systems Coordinating quality assurance on the contractor's cost estimates Coordinating estimate assurance, cost benchmarking Coordinating estimating at all project phases Preparing Cost Estimate databases Managing Specialized estimating contractors

Key activities
The Lead Cost Estimator shall at all times be accountable for:
Integrating the estimating efforts for the project and ensure consistency across various work streams Develop & maintain Estimating tools, procedures and guidelines Develop an Estimate Management Plan and assure the Developing of the Basis of Estimate (BoE), estimate reports and estimates dossiers to document the estimates Coordinating/preparing order of Magnitude (ROM), Conceptual, FEED, and Detail estimates aligned with scope development best practice and fit-for-purpose parametric, conceptual MTO, and detailed MTO estimating techniques Coordinating/preparing early phase project estimates as well as building blocks scenarios and conceptual cases; Coordinating/preparing Estimate plans and Estimate final reports to document the estimate; Coordinating/preparing and defending company's estimates at workshops with third parties (partners, peer reviewers, etc), Coordinating/preparing and implementing Estimate Assurance processes Coordinating/preparing Cost Estimate specific requirements and procedures to contractors; Coordinating, following up, Reviewing, validating, challenging, assembling and integrating total installed cost estimates prepared and submitted by contractors against Project methodology and Procedures; Coordinating/preparing Monte Carlo type cost risk assessments or other methodology on each estimate to determine the applicable level of contingency Coordinating/Performing Cost Benchmarking as well as support External benchmarking Exercises Coordinating/Performing estimating data gathering and support process to collect, assess and normalize actual cost performance from contracts available in house in order to develop metrics and cost database for future use or for supporting benchmarking input; helping to maintain historical cost database and apply learning's for improved project performance Provide inputs to the Invitation to Tender documents such as pricing schedules, pricing preambles and schedules of rates
Analyze variations to Scope of Work, prepares rates for variations as needed and negotiate with contractors as necessary Analyses market movement and currencies fluctuation and forecasts impact to establish market escalation factors on project estimates

Essential Skills / Qualifications:
Education:
University degree in University degree in Engineering or technical background . Master degree will be an advance for leader positions.

Professional Qualifications:
Management skills advanced course Project management advanced course Engineering

Languages:
Fluent knowledge of English Additional Language is an advantage

Required Experience
15 years of Oil & Gas Industry experience 10 years of direct project service experience

Desirable Skills / Qualifications:
LNG PA Specific Experience & Competencies:
The Candidate must have proven experience and a "Strong " comprehension of strategic and managerial Cost Estimating aspects on mega (F)LNG Projects ($1 billion +) across all OPD phases of Concept Selection, Concept Definition and Project Execution. (level 4), which will be demonstrated in the deployment and assurance of the Project cost estimate with respect to Company best practices.. The Candidate must be able to assure and deliver consistent and realistic cost estimates reflecting the assessed risk parameters on Midstream (F)LNG Projects with assistance of other key engineering and project management divisions in the LNG Coordination unit and the Development organisation. Also transfer knowledge on cost estimating principles , techniques and industry standard tools (level 4) to junior members of his/her estimating team.
