The Company:
A leading Australian coal seam gas explorer and producer focused on developing its world-class reserves for domestic and international supply.

The Role:
This position’s key responsibility is to manage and forecast costs for Upstream Projects and any other business segment if required.

• Set up and manage the Project cost control system.
• Establish, agree and implement project specific cost control processes and procedures.
• Develop the WBS and CBS as the basis for Cost budgeting and forecasting
• Prepare baseline budgets from the approved project cost estimate.
• In conjunction with the project team monitor and control cost performance.
• Produce the project monthly cost report in accordance with approved Company and project procedures.
• Lead the undertaking of cost risk analyses and support schedule risk analyses
• Develop Pricing Schedules for Contracts & Prepare funding requests
• Coordinate with the Project accountant to ensure the proper coding of invoices to ensure the correct billing to JV partners.
• Receive allocate and reconcile monthly project expenditure from Accounting
• Ensure all costs reflect the project WBS and AFE funding strategy.
• Record and monitor all project commitments and spending (including project personnel, third party contracts, corporate overheads)
• Identify and reflect changes in costs in all cost reports and project schedule
• Review scope changes and trends
• Establish monthly accruals for work in progress (value of work earned) or earned value analysis and liaise with accounting
• Manage the monitoring and forecasting of costs (contractors and in-house) highlight problems and recommend remedial action
• Evaluate alternative project options to identify optimum project strategies or resolve problems prior to and during execution
• Liaise with Delivery Managers to communicate performance against milestones
• Liaise with and provide Management and staff with visibility of cost trends

Essential Skills / Qualifications:
• Educated in an engineering discipline or relevant tertiary qualifications held (first degree preferred, HND minimum or equivalent)
• Proven record in the successful cost control of major oil and gas projects in challenging environments, including management of contractor performance against these costs
• Has experience of setting up and maintaining cost control systems on large value projects
• Familiar with developing a WBS and CBS as the basis for Cost budgeting and forecasting
• Experience in interfacing with discipline specific contractors to support delivery of technical requirements including participation in negotiations
• Knowledge of all delivery phases of major oil and gas projects e.g. Engineering, Procurement, Construction, Commissioning, Start-up etc. and experience of the project sanction process

Desirable Skills / Qualifications:
• Effectively led a multi-discipline team in a ‘low focus environment’ or discipline delivery in a ‘high focus’ environment
• Has verifiable performance and delivery experience in a number of responsible project assignments, including cultural or geographical variation, working as a team member
• Had successful interaction with range of stakeholders including joint venture partners
• Has a good insight into the market and is able to assess the commercial impact of engineering and project decisions on project attractiveness
• Understands the impact of strategic considerations on business decisions and has led negotiations with contractors
• Is competent to act as expert user for project management IT applications
• Experience of varied EPC or EPCM contracts
