The Company:
Our global leading client is seeking highly skilled, experienced & capable contract international employees to work on a large multinational complex oil & gas project.

The Role:
We have a Urgent requirement for a FPSO Lead Electrical Commissioning Engineer based in Singapore, for 3 Months, Then transitioning to Angola Offshore for: 1 Year.

Candidates with more than 2 weeks availability will not be considered, this is a Urgent requirement and immediate start required

The position of Electrical Commissioning Engineer will be a role within the Client Commissioning organisation based in Singapore and will take a lead position in the electrical discipline commissioning of the Marine and Topsides equipment.

The role will be as part of a small Commissioning assurance organisation working closely with the EPC Commissioning team to oversee and provide assurance that the Precommissioning and Commissioning activities are conducted in accordance with required processes, procedures and integrity standards.

To participate in all project HSSE systems and ensure that all work carried out by all parties engaged in all phases of project work comply with all project HSSE requirements.

Actively participate in all company and project related safety initiatives and programmes.

Provide multi-discipline commissioning input to the project plans and schedules

Develop project multi-discipline commissioning strategy documents

Develop Electrical specific commissioning procedures and provide input to multi-discipline commissioning procedures ensuring compliance with project standards, specifications and procedures.

Ensure that all the commissioning activities within the systems allocated to the individual within a “System Owner” concept are fully defined and documented in accordance with company requirements and standards. Oversee the safe and efficient execution of the multi-discipline Precommissioning and commissioning work-scope as carried out by EPC contractor.

Provide technical input on definition of electrical commissioning scope for other FPSO project systems.

Provide technical assistance during commissioning and facility start-up and provide technical input into the resolution of all issues found during this process.

Monitor / assist with development of the Electrical completions and commissioning database and lead on the verification of electrical scope within the database.

Monitor and report construction completion (MC) and commissioning progress on a regular basis.

Conduct regular audits on the contractors engaged in the commissioning activities and highlight any deviations from procedures and resolve any deficiencies identified during this process.

Liaise with classification society representative to ensure statutory and classification requirements are met

Monitor Preservation and Maintenance activities for retained and new equipment.

Review all system/sub-system electrical completion, pre-commissioning and commissioning sign-off certificates/milestones.

Ensure a safe Permit to Work and isolation system is in place and adhered to and engage in and attend project HAZID's / Risk Assessments.

Liaise with the project engineering office to ensure that the applicable drawings are produced in line with commissioning requirements.

Review/approve and supervise the design and installation of minor temporary commissioning systems / supplies.

Audit site / project commissioning activities on a regular basis to ensure all compliance with project safety, environmental, and quality requirements,

Accountable for ensuring that the EPC contractors define and execute the tests, trials and commissioning scope meet Company and international standards.

Reports to the Commissioning Manager

Potential to transfer into the offshore team as requirements dictate post sailaway. (Possible sailaway in September/ October)

Essential Skills / Qualifications:
Must have HND/HNC or HIGHER 3-4 Years + on FPSO's or similar vessels/ projects
Willing to work in Angola after initial Singapore post, Work permit process is complex and takes 3 months so the post requires a firm commitment
