The Company:
Our client is a leading International EPC/M organisation who is engaged in some of the worlds largest and most technically challenging Oil & Gas projects currently under execution.

The Role:
Our Clients are acore service for brownfield operations focused on the delivery of major projects, upgrades, debottlenecking, project portfolio management and support services to sustain their customer’s assets and improve business performance.

Their contracts are based on strong relationship management, a culture requiring committed and empowered people using open and respectful communication, being responsive to customer preferences and focus on operational excellence and continuous improvement.

Their contracts operate as standalone businesses requiring performance driven personnel who wish to see projects delivered from inception to handover safely, interfacing with sub-contractors and vendors and be able to respond in a flexible manner to changing customer needs.

This is a vibrant and developing sector of their business and opportunities are arising for those people who have, or want to gain, site based engineering and design, project controls, procurement and construction experience in the Europe and Africa region.

They are currently sourcing a Lead Estimating Engineer to join the North West Office.

The key elements of the role are :

Leads and directs all activities of the Estimating Function and the Estimating Engineers.

Supervise the Estimating function during design and/or construction stages of the assigned project/projects.

Prepares conceptual and detailed estimates for engineering and construction phases of the project.

Prepares Basis of Estimate to document the scope of work description including flow sheets, key assumptions, estimating methods, major undecided alternatives, historical data, estimate exclusions, and other factors and uncertainties that affect estimate accuracy.

Develops cost estimating confidence package and address cost and estimating risk in accordance with the project guide lines.

Supports preparations of estimates for Decision Support Package.

Develops and maintain local benchmarks for the project

Ensures that the cost estimates reflect Project WBS and AFE funding strategy.

Responsible for assessing effectiveness of working practices and systems with a view to continuously improving systems, personal and team performance.

Ability to interface directly with project teams and clients as required.

Available to travel, as needed, in order to perform functions such as construction site inspection, information gathering, and / or client meetings.

Substantial experience of EPCM engineering projects, including managing multi-discipline design activities with International EPCM contractors.

Must have a degree / diploma in engineering, science or financing

Must have at least five (5) years hands on experience in Cost Estimation

Must possess a Professional Certification in Cost Estimating and Analysis or equivalent

Good written and oral communication skills, demonstrated through client interaction, supervision, proposals and presentations.

Ability to negotiate successfully with clients and contractors through engineering and construction phases of the project.

Computer proficiency; thorough knowledge of project controls systems, procedures, techniques.

Working knowledge of both engineering design & construction.

Coordinates the preparation of Project cost estimates.

Ensures that the cost estimates reflect Project WSS and AFE funding strategy.

Essential Skills / Qualifications:
Minimum Academic Qualification: Degree / Diploma

Significant experience in years Oil & Gas Refinery Petrochemical Industry

Previous experience in software applications for the respective speciality
