Lead Estimator & Proposal Engineer-Thai Nationality

The Role:
-Reviews scope definition and prepare project executive summary, quantity survey or take off.
-Lead tender meetings to collect and disseminate information pertaining to Tender package
-Identifies critical issues that may impact on cost sensitive areas.
-Determines materials and fabrication requirements based on equipment description,Layout, specification review, and schedule.
-Develops total project cost summaries, exceptions list, and price schedule.
-Develops Techno/Commercial proposal
-Initiates inquiries for prices from sub trades and suppliers.
-Allocates budget costs and provides project hours summary.
-Reviews and evaluates costs for sub contract fabrication on work orders.
-Works with engineering, marketing, and purchasing during progress of bid preparation.
-Coordinates with estimators and marketing during progress of bid.
-Reviews or writes scope of work.
-Participates in regular Bid/Marketing Meetings and other meetings/committees as appropriate.
-Develops, organizes, and maintains pricing and issue documentation.
-Allocates and schedules work for estimators.
-Guides, trains, monitors, and evaluates estimators’ performance.
-Participates in hiring, disciplining and terminating estimators.
-Performs other duties as assigned.

Essential Skills / Qualifications:
Preferred Education and Relevant Experience/Training:
• Mechanical Bachelor’s degree
• Member of Engineering council or be eligible for registration.
• +12 Years experience in estimating & proposal
• Knowledge of a broad range of subjects, from economics to materials.
• Strong organizational skills
• Good team working skills
• The ability to explain design ideas and plans clearly
• Confident decision-making ability
• Excellent communication skills
• A comprehensive knowledge of relevant legal regulations
• Patience and the ability to deal with people
• Demonstrated lead role in EPC environments is a definite asset
• Supervisory experience.

Technical Knowledge and Skills
• Must have proven experience in quantity survey techniques, basic process plant design, basic plant layout, and vessel and process package bidding as well as experience estimating site costs (i.e. civil, structural, field piping, etc.).

Computer Skills:
• MS Office (Excel and Word) and product comp
