The Company:
A leading Australian coal seam gas explorer and producer focused on developing its world-class reserves for domestic and international supply.

The Role:
This position is to manage, on a day-to-day basis, under the guidance of the Estimating Manager, the estimating resources, in order to satisfy the business requirements.

Key Accountabilities:
• The incumbent will take the lead by managing on a day-to-day basis, the estimating resource and workload
• The focus of expertise for all estimating scope across all disciplines with a primary focus on Facilities, Gathering and Pipelines and providing assistance to the Water and Infrastructure Lead Estimator as required.
• Assist cost engineers in developing pricing schedules for Contracts
• Correlate the required input documentation and maintain communication with the relevant stakeholders
• Document input into the Basis of Estimate Document
• Provide expert functional assistance on the development of cost estimates across the project development life cycle including development and execution project phases
• Maintain cost estimating metrics and systems for application across the organisations projects
• Assist in the development and implementation of best practice corporate guidelines, processes and procedures
• Review cost estimates and expenditure phasing prepared by projects/assets/joint venture partners and comment upon suitability, deliverability and overall quality
• Lead and undertake cost risk analyses, using probabilistic techniques
• Liaise with development and project teams in assts, receive data and maintain the company cost data base
• Liaise with development engineers in the preparation of development concepts and plans
• Perform benchmarking studies of projects against internal and external metrics
• Participate in PDAS functional assurance reviews with respect to cost estimates
• Provide ad-hoc support to the departmental management team on capital expenditure and related project issues

Essential Skills / Qualifications:
• Experience across all disciplines associated with process facilities and pipelines
• Experience with day to day management in a lead role of a team of estimators.
• Experience in managing multiple tasks and resources to meet set milestones
• Experience of different contract strategies for process plant construction including Construct Only, EP, EPC and EPCM
• Experience in ‘first principle’ estimating, and the development of estimates from concept through to execute.
• Experience with assisting in commercial contract reviews
• Able to apply appropriate standards for the cost estimating function and recommend improvements as necessary
• Able to interpret engineering data and challenge scope
• Has a good insight into the market and is able to assess the commercial impact of engineering and project decisions on project attractiveness
• Understands the impact of strategic considerations on business decisions, has led cost estimate negotiations with contractors

Desirable Skills / Qualifications:
• Ideally would have a proven record in the provision of cost estimates for a major Oil & Gas operator but experience with multidiscipline construction projects, either within the contractor, EPCM environments is acceptable with a reasonable awareness of the oil and gas industry.
