Lead Facilities Engineer

The Role:
• Staff in-country organization, to include appropriate blend of expatriate and Angolan contract and direct hires
• Establish training and development plan for Angolan direct hires
• Engage key remote stakeholders daily – FPSO and TLWP delivery managers – to ensure good alignment on priority of effort and to report fabrication progress
• Liaise with other key stakeholders – QA and HSE managers and their local site reps – to ensure a well- coordinated and united effort in support of the project.
• Engage in-country EPIC contractors proactively to confirm physical work progress, attend progress meetings, and investigate/advise on extra work claims
• Work closely with the Project’s regulatory permitting compliance (PRC) team to support the permitting processes
• Engage as appropriate with Sonangol and the Angolan authorities to report on progress, and to solicit and secure approvals, licenses, permits, etc.
• Work closely with the Delivery Teams and MOA staff to build/expand the local logistics infrastructure to support the Project execution
• Coordinate local logistics management for the Facilities Team
• Support the Project Team with offshore SIMOPS planning and execution
Direct Reports: One expat representative plus two Angolan contract/direct reps in each yard
Primary Interfaces
• FPSO, TLWP and GEP Delivery Manager and their in-country site reps
• Operations, Drilling, HSE, PRC and QA Managers and in-country site reps
• MOA BU, and the Logistics Team in particular
• In-country subcontractors of Prime contractors.

Essential Skills / Qualifications:
Required Knowledge, Skills & Experience
• Bachelor of Science or Company-approved equivalent degree in relevant Engineering or Construction Management field
• 10+ years’ experience in engineering leading teams and construction activities
• Angola-specific stakeholder and construction management experience - required
• EPIC contractor experience - desired
• Operating company experience – desired
