The Company:
A major operator is seeking a 12+ months contract Lead Instrumentation and Controls Engineer based in Houston, Texas. The project is in transition from Phase 3 to Phase 4. SPECIAL CONSIDERATION: This position will be based initially in Houston, TX but may transition to Okpo South Korea for the final stage of detailed design and construction. Candidate must be willing to commit to these locations.
The Role:
The Lead Instrument & Control Engineer will be responsible for:
• Instrument & control design of the platform and all Brownfield work scopes.
Lead I&C Engineer will supervise I&C Brownfield engineer and mentor new hire Angolan engineers.
- Responsible for the design, specification, review and approval of instrumentation, control systems, data acquisition, safety systems, process control networks and process visualization.
• Provide support in design, constructability, operability and reliability of the instrument and control systems associated with the facilities.
• Ensure that an inherent safe design is obtained.
• Assist with constructability reviews and advise on ways to improve the design for ease of maintenance and constructability.
• Participate with other members of the project team in the preparation of key project documents such as Project Execution Plans
• Be a member of the multi-discipline team responsible for developing detailed engineering deliverables.
• Monitor contractors' work to ensure compliance with project requirements.
• Support costs estimates, schedule reviews, and VIPs as required.
• Support the Engineering Manager in the application of all aspects of the Process.

Essential Skills / Qualifications:
Technical Expertise:
Experience in the design and fabrication of Oil and Gas facilities is required.
Good multi-discipline working knowledge of offshore oil and gas design practices is preferred.
Strong knowledge and understanding of:
- Safety Instrumented Systems
- Standards such as IEC 61511, ANSI/ISA 84.00.01-2004 (IEC 61511).
- Process Safety Management processes and Process Hazard and SIL Analysis
- HAZID / HAZOP experience
BS degree in Electrical or Chemical Engineering required, MS or advanced degree desirable.
Desirable Skills / Qualifications:
Leadership/Communication Skills:Will provide oversight/guidance to design contractor's mechanical design team - ability to establish direction, motivate contractor team and communication skills are critical. Prior experience in design contractor's office is critical.
