The Company:
Our Client is the largest LNG producing company in the world, with an annual LNG production capacity of 42 million tonnes per annum (MTA), safely and reliably delivering LNG to customers around the globe from world-class facilities in Qatar.

The Role:
Set objectives and leads IT technical teams to achieve desired outcomes, resolve complex problems, works under broad direction, work is often self-initiated and is fully accountable for meeting allocated technical and/or project/supervisory objectives and establishes milestones.

Financial Management for IT
• Monitors and accounts for IT expenditure. Makes early identification of where costs may exceed planned budget and provides timely reports, ensuring that all IT financial targets can be met.
• Investigates any areas where actual or forecast expenditure deviates from budgets by more than agreed tolerances.
• Contributes to feasibility studies, and business case preparation, typically taking responsibility for cost-benefit and return on investment analyses.

Portfolio Management
• Executes planned portfolio management activities in line with corporate standards and provides ongoing advice and support to programme / project managers.
• Supports the definition of operational portfolio management plans and activities for a set of interrelated programmes from business case to final operational stage.
• Monitors and reviews programme economics to include programme costs, operational budgets, staffing, resourcing and programme risks. Manages a set of programmes in the portfolio to realise business benefits.
• Checks the standards for the project / programme delivery lifecycle, including pre-approval of business cases.
• Resolves issues with project/programme structure, resourcing, timings, risks, funding and dependencies.

Project Management
• Takes responsibility for the definition, documentation and safe execution of small to medium-scale projects, actively participating in all phases of the project. Identifies, assesses and manages risks to the success of the project.

Portfolio, programme and project support
• Develops, reviews and maintains project and programme management support strategy, and generic standards, processes, procedures, tools and techniques.
• Advises on the use of planning, estimating, tracking and risk analysis tools and techniques, and supports the use of selected tools, such as project management software.
• Evaluates project performance and recommends changes where performance is found to be unsatisfactory.
• Reviews and audits the management of projects and programmes to ensure conformance to organisation standards.
• Provides a cross programme view to ensure consistency and ensure that impacts or effects between projects within a programme are properly handled.

Stakeholder Relationship Management
• Develops and manages defined communication channel(s) and/or stakeholder groups, proactively seeking to identify potential demand, and assisting in the creation of the business case.
• Actively pursues and tests the assumptions underlying delivery benefits and highlights any changes, initiating communication between stakeholders, and acting as a primary point of contact for a defined group, or groups.

Supplier Relationship Management
• Obtains and manages budgets for the execution of third party contracts, taking responsibility for selling the products and/or services within own organisation. Ensures invoices from suppliers are checked to establish whether they are valid, and authorises payment.
• Ensures that quantitative and qualitative data is collected and analysed to monitor the suppliers’ performance against agreed service levels, publishes the results, and initiates actions based on results. Ensures proper monitoring of the contracts and recommends actions, including the enforcement of any penalty clauses, to bring contracts back into line or to terminate them.

Technical Advice
• All Lead positions, as required, will be capable of providing specific technical advice and undertake key technical activities in their work areas.

Essential Skills / Qualifications:
Knowledge (qualification) and Experience

1. Bachelor degree in Computer Science, Information Technology, Information Systems or other relevant degree
2. Minimum of 9 years IT experience ideally within the oil/gas industry
3. Attain and maintain competence in accordance with the IT competency and development framework
4. Fluent in English language (demonstrated verbal & written skills) with well-developed interpersonal and presentation skills and the ability to communicate to all levels.
5. Conversant with relevant IT national and international standards and has a deep understanding of own specialism(s)
6. Practical experience in project management, IT Risk and Security.
