The Role:
• The Procurement and Materials Management Lead is coordinate day-to-day activities related to materials management, including procurement, shipment, and storage will be performed by the designated Service Mobilization Subcontractors.
• Materials Management representatives from the Project team will oversee activities, assure contractor performance, interface between TS and other subcontractors, and provide SME support, as may be required. Specific control mechanisms and approval hold points will be implemented in line with TS contract requirements and incorporated into all work processes to assure TS and their subcontractor’s activities meet company's expectations and requirements.
• Reporting directly to the Land Delivery Manager, within the Project Leadership Team, the P & MM Lead will have responsibility for Procurement and Materials Management activities including project Early Works and Main Works Construction.

General Responsibilities

• Support the promotion of an IIF culture within the Prorva Site Procurement and Materials Management Team, Mobilization Subcontractors and the company.
• Oversee and assure Procurement and Materials Management organizational capability and Mobilization Subcontractor organizations.
• Support and assist Mobilization Subcontractors to ensure they maintain accurate records of all procurement and material functions within their respective materials management systems.
• Support with oversight of Mobilization Subcontractors with management of Vendor data and documentation for all project materials to ensure availability as required by project construction schedule.
• Responsible for liaison with project site construction team on availability of materials in line with the construction schedule, early notification of potential shortfalls, delays and/or full availability of required material based on tracking information received from Mobilization Subcontractor.
• Seek solutions for short-term needs (surplus, contractor stock, utilization of synergies between Project and FGP) to ensure construction schedule is not negatively impacted.
• Support Service with review and approval of Mobilization Subcontractors approved vender process, Request for Quote, Recommendation for Award, and Purchase Order requirements and status updates.
• Ensure that Mobilization Subcontractors maintain accurate records of all materials received, warehoused, and issued within their respective materials management systems.
• Oversee the Mobilization Subcontractor’s QA procedures of received material including quantity verification, damaged in transit, and matching of material certification to items received.
• Ensure Mobilization Subcontractors material and equipment is appropriately stored and that preservation is applied to maintain material and equipment in a condition as per the original specifications.
• Ensure plans and procedures are in place so Mobilization Subcontractors do not release materials without the proper authorization.
• Support Service with planning for bulk material requirements to meet project schedule demands.
• Assist and monitor traffic management and controls for movements of material and equipment on and off the Prorva peninsula.
• Work with HES to ensure safe materials storage and handling in compliance with RoK regulations and project procedures.
• Assist and verify the security of all on-site material and equipment and initiate through site security personnel all investigations as necessary.
• Manage approval company's sales orders for inventory and surplus withdrawals within E1 and Ariba systems.
• Oversee and audit Materials Management interfaces of Mobilization Subcontractors.
• Provide required data for Construction / SCM KPI metrics.
• Assure all Procurement and Materials Management tactical work process are executed in compliance with project procedures.
• Supervise P & MM staff and manage personnel training and development requirements, as required.
• Mentor Site Materials Coordinator and Mobilization Subcontractors to improve skill levels and organizational capability.
• Oversee the execution of the Procurement and Materials Management elements within the Mobilization Subcontractor’s Contracts to ensure compliance with business' requirements.
• Work with project Operations, Commissioning and Start Up, Completions Management, Security, SQS, Contracts, and Regulatory Affairs teams to ensure data and materials availability for site commissioning, start-up and final handover.

Post Construction Phase
• Participate in the performance review of all vendors at the conclusion of their work.
• Evaluate the performance of the project procurement approach.
• Develop recommendations to improve the procurement process and any contractual arrangements that would need amendment for the future
• Ensure proper close out of all purchase orders and change orders.

Essential Skills / Qualifications:
• Experience in working in a Procurement & Materials role within the oil & gas industry
• Previous experience in Kazakhstan ideally
• Good working track record

Personal Skills:
• Proactive/self starter individual
• Must be good a prioritizing tasks
