The Role:
Key Role:
1.Creation and Maintenance of all Mechanical and Piping Commissioning LoSH drawings. The M&P Commissioning Engineer will provide verification and auditing of the Completions packs and ensure alignment to specified Minimum Certification Requirements
2.Preparation and/or approval of all Mechanical and Piping Commissioning Procedures, in line with the Minimum Certification Requirement detailed within the approved LoSH drawings and Completion packs. This will include third party specialist vendor’s scope. All scopes have to be approved by the Mechanical and Piping Commissioning engineer plus the Commissioning Manager prior to testing.
3.The verification of Main and Sub-Contractors test data prior to handover to the certification team. The Mechanical and Piping Commissioning engineer will ensure that all approvals are gained, prior to commencement of any works.
4.The Mechanical and Piping Commissioning engineer will be responsible for an sign off of all Leak testing
5.The Mechanical and Piping Commissioning Engineer will be a mandatory invitee to all tri-party walk downs prior to MC1 handover from the Construction Authority
6.Review and Acceptance of punch listed items. Where Construction has identified (M&P) AQ punch listed items then acceptance must be gained from this position before handover to MC1. (NB it is still the accountability for the Construction Authority to clear all punch listed items prior to handover)
7.Identification of all Commissioning consumables has been identified and is available prior to any commissioning testing
8.Provide support to the Start-up Execution Manager during plant alignment and start-up.

Objectives
1.The Lead Mechanical and Piping Commissioning Engineer is Responsible for the acceptance of all Mechanical Scope at MC1 and ensuring that all Mechanical and Piping Commissioning has been successfully tested, and documented, in line with Site Standards and Technical Practices. Interface with the Commissioning Manager to enable formal handover from the Commissioning Authority to the Operations Authority at System Handover (SH1)

Responsibilities
•Use the designated Asset System Mnemonics, Functional Flowchart, Technical Integrity flowcharts to ensure thay are maintained and reflect the AS BUILT status after each LoSH/MC as executed and handed over to the Ops Authority
•Contribute to the project team approach to ensure that a high level of focus is maintained on Health, Safety and the Environment
•Responsible for the creation of the Mechanical and Piping Commissioning Strategy, in particular the Handover Process at the MC1 and SH1 gates
•Review reporting on the detail of the Handover process via the appropriated trackers/databases and minimise operational clashes and down time
•Assist in the development of the Commissioning Team linkages and interfaces with other project teams and our Operations team
•Contribute to the development of a meaningful Commissioning Plan, which will interface with the Construction and Asset plans. The Plan will also include Commissioning resource histograms to liquidate the planned works
•Assist to the maintenance of the Certification process activities and resource within schedule and budget target
•Assist the Contractor in demonstrating Technical Integrity utilising the Certification structured framework and Completion databases/trackers
•Identify areas of Technical Integrity and Certification related risks
•Support the Handover process to provide the Technical Integrity of Functional Systems being brought into Operations and capture the Close Out of all previous technical assurance processes and punch list scope
•Support the handover criteria leading to presentation of a fully supported package for Project/Operations acceptance for handover
•Develop and approve suite of certification flow charts throughout the execution and handover stage of the Project and/or modifications
•Verifying the test data and certification capturing the test results as well as punch list items, EQ’s, TQ’s, LAD registers, etc. from execution to close out
•Ensure all test results to capture test history of the individual handovers and the formal registration of any outstanding punch list items
•Monitor and review punch list items, ensuring estimated man hours are assigned to each punch list item and that categories are correctly aligned
•Progress and monitoring of all installation and commissioning activities to give clarity of schedule for Commissioning start dates to aid resource mobilisation
•Ensure the collation of all Certification Handover Summaries, verifying that the data contained therein is prescribed, agreed and approved as per Inspection and Test Summaries, signed by the relevant competent personnel
•Manage, assist and verify the contents of the hangover Certification Packs prior to handover to the Operations Team
•Participate in Safety Audits, SOC’s and Safety Interventions
