The Role:
1. Basic Function and Scope:

This Job Description covers the period from EPC contract effective date till around 75% engineering completion i.e around 50% progress of the project (progress measured to Mechanical Completion). At this stage:
- the commissioning role will be assigned to a full time Lead Commissioning
- and the Lead Operation will focus on operations and start-up preparation and will report to the ODD manager. A new Job description will be therefore issued to reflect the changes.
The Lead Operations supports the Project Management Team (PMT) during the EPC phase of the Project. Bring operations experience in the design of the future facilities. Ensure that the design engineering work meet the Project safety, environmental, operational, quality, reliability, cost, and schedule objectives. Initiate the commissioning and start up preparation during the engineering phase and then will focus on operations and start up. Ensure that the Permanent Organization will be ready to take over in the best conditions at the Hand Over stage in term of operations, maintenance, control and valorization, technical compliance, regulation compliance, inspection and safety design.

2. Tasks and Duties:


a. Support the Project Manager in coordinating/communicating various issues that affect the engineering design, safety, and regulatory compliance of the work.


b. Follow and Implement ORP, ensure completion of project and ODD deliverables

c. Implement Flawless Startup Initiatives.

d. Define the operating philosophy

e. Set up the operation philosophy procedures

f. Review the ESD definition, the control philosophy, access and operability of the units, safety, start-up and shut down conditions.

g. Approve the definition of the DCS as well as the electrical EMCS system.

h. Review equipment lists, line lists, tie-in lists, Process Flow Diagrams, Piping and Instrumentation Diagrams, Process engineering calculations, Process equipment specifications and data sheets etc.

i. Provide specialist technical input into team project work.

j. Apply a knowledge of safety, environmental and energy-related issues during the execution of projects

k. Responsible in the development of the operation permanent organization team.
l. Contributes to the development of Project Report and protocols to ensure successful GATE compliance reviews.

m. Participate in safety reviews (HAZID, QRA, etc.), safety process reviews (HAZOP, SIL,…) and engineering reviews (3D model reviews, etc) at Contractor's and subcontractor's locations.

n. In collaboration with the Project Manager, gain alignment with the PMT on operation needs, objectives, and requirements:

• Participate in kick-off meetings and other meetings with the Contractor and PMT to ensure common understanding of operation requirements, including deliverables.
• Conduct project team member briefing sessions with respect to operation requirements.

o. Prepare the necessary operating procedures, schedule for the plant start-up and operation.

p. Contribute to the definition/structure of the operation team and associated OPEX.

q. Contribute to the recruitment of the future operators and management.

r. Prepare the training program of the future operators.

s. Participate actively in the project's change management program.

t. Steward the process of capturing and communicate operations lessons learned for the project.

u. Ensure proper integration of the commissioning phases in the overall schedule of the project from contract effective date

v. Contribute to the definition of the PMT and contractor organization for commissioning and start up

w. Initiate from contract effective date the development of commissioning basics: subsystem and systems definition, ICAPS population and OPERCOM implementation through contractor’s commissioning procedures.

x. Approve the commissioning procedures prepared by the contractor.

y. Is involved in the MOC (Management of Change) procedure.

z. Develops weekly and monthly progress reports.



3. Work Contacts:

Internal: frequently in contact with all PMT members in relation to operation issues. Outside: frequent contacts with OPCO to discuss project details and to discuss/convey technical matters and issues.

4. Supervisory Responsibility:

Supervises: no supervision during the detailed engineering phase

6. Work Environment:

Located at contractor home office and RL site offices during execution of the EPC

Essential Skills / Qualifications:
7. Minimum Requirements:

a. Bachelors of Science Degree in Chemical Engineering

b. Excellent understanding of Project Technical requirements

c. Excellent written and verbal communication skills

d. Excellent interpersonal skills

8. Experience

a. Minimum of fifteen (15) years of broad experience in operations, commissioning and start up, would have at least five (5) years of experience in projects.

b. Experience with contractors and vendors, in particular those involved in the engineering and construction of refining facilities

c. Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities

d. Read, write, and speak fluent English, especially as it applies to technical communications

e. Minimum three (3) years Middle East experience
