The Company:
Our client is a large multi-national Oil and Gas Operator which explores, develops, produces and markets crude oil, gas and sulfur. They pride themselves on conducting operations in accordance with world–class safety and environmental standards.

The Role:
The Lead Operator will be integrated in a team comprising the plant engineering and construction group, commissioning group and company operations representatives.
Pre-start-up activities include:
Gain familiarity with the plant design and process and operations philosophies
Assist in the development of training materials as required to ensure safe startup of plant, commissioning and operating procedures.
Assist in the planning and coordination of staff training. Work together with vendors to organize training from vendors for some equipment that might require specific training, such as filters, chlorination units, air scrubbers, etc
Prepare Operator daily working routines and checklists
Prepare a laboratory sampling schedule in compliance with Operations needs and regulatory requirements

After start up, the Lead Operator will oversee the safe and reliable operation of the plant while mentoring operators and other members of the team. The team goal will be achieving a reliable and consistent plant performance within design parameters, keeping effluent discharge values within Kazakhstan acceptance limits.

Essential Functions
Plans, organizes, schedules and participates in the daily activities of the wastewater treatment plant.
Responsible for insuring that the plant meets all process control targets in the various treatment systems and odor control systems.
Implements policies and procedures for process monitoring and control.
Supervises the collection of plant process samples, the laboratory testing of plant process samples, and interprets their results.
Supervises the adjustment of wastewater process systems, operations and equipment in order to comply with local, state and federal discharge permit requirements.
Responsible for the overall safe, efficient, and effective operation of the plant on assigned shift.
Trains and supervise operations staff in the performance of their duties.
Evaluates performance of personnel, inspects work for completeness, help investigate on the job accidents.
Participates in necessary work and fills in for operators during scheduled and unscheduled leave periods.
Develops and maintains wastewater records such as chemical usage, plant flows, operations equipment and process checklists, diaries, logbooks and laboratory records.
Coordinates with plant supervisor the preparation for proposals and specifications for purchases of major items; along with requisitions of supplies and materials needed for effective department operation.
Order chemicals, supplies and equipment as needed to insure the ongoing operation of the plant.
Coordinates safe storage of supplies and maintains inventory controls.
Coordinates operations with various manufacturers and suppliers to insure efficient operation.
Investigates new equipment and processes and start-up of new equipment.
Develops and revises operating procedures as needed to safely operate plant.

Essential Skills / Qualifications:
Knowledge of the principles, practices, materials and procedures related to the operation of a waste water treatment plant.
Knowledge of the health and safety hazards/precautions connected with sewage treatment plant operations.
Knowledge of basic computer operations, including word processing, data manager, spreadsheet, and specific programs related to waste water plant operations.
Ability to operate a variety of plant pumping, treatment, and control equipment.
Ability to analyze and act on a variety of data and instrument readings, and respond quickly to plant operations problems.
Ability to establish and maintain effective working relationships with superiors, subordinates, contractors, engineers, property owners, and the general public and the ability to secure compliance with construction plans, specifications, and standards in a tactful yet effective manner.
Knowledge of Russian and/or Kazakh will be very beneficial.
