The Company:
Our client is a Major International Oil & Gas Operator

The Role:
Lead the Commissioning activities and ensure that commissioning preparation, planning, Integrity, procedures, schedule and processes are defined, executed and recorded.
Working within a small Discipline commissioning team acting as a lead engineer to ensure specific discipline input is given in the overall coordination and management of commissioning for the project.
Supervises, mentors and manages a team of Commissioning Engineers and senior Technicians assigned to them for delivery of packages and systems.

• Champion QHSE across the project
• Liaise with the Company and detailed design Contractor teams to ensure Commissioning considerations are included in detailed design.
• Coordinate commissioning scope between the lead discipline commissioning team.
• Defining the overall commissioning scope and execution planning in conjunction with lead discipline commissioning eng’rs, Commissioning manager and project team.
• Expedite Engineering issues that may cause delays to MC, PC and commissioning activities.
• Provide input to vendor call-off requirements to ensure adequate and timely support to the commissioning process.
• Coordinate and provide input to development of tools, consumables, lubes and first fills and Commissioning and Pre Operations spares requirements to ensure adequate and timely provision to support the commissioning schedule.
• Responsible for ensuring commissioning temporaries are identified, engineered, procured and available when required.
• Develop specific procedures to support the commissioning process.
• Responsible for managing the development of commissioning procedures to ensure contents adequately reflect the commissioning process, WSE requirements are captured and integrity requirements are met.
• Coordinate the technical reviews of commissioning documentation including leading HAZOPS as required for commissioning procedures.
• Ensuring Master commissioning documents are set up and maintained by the commissioning team including as builts.
• Ensure that MoC processes are followed.
• Provide progress updates to commissioning manger on a daily / weekly basis and advise where issues need to be resolved.
• Management of Commissioning Engineers setting priorities, daily work activities and standards.
• Work with Completions team to ensure MC database is populated and updated to reflect the full status of the tags, ITR A & B sheets are adequately assigned, progressed and completed on a timely basis in line with MC schedules and project requirements.
• Ensure the Completions database is validated on a system by system basis prior to issue of certification requirements to Construction teams for MC scope and Commissioning team for Commissioning scope.
• Expedite issues that may cause delays to MC, PC and commissioning activities.
• Liaising with Construction Leads and MC Manager on construction issues.
• Attending daily Co-ordination meetings as required to co-ordinate progress and discuss issues and concerns regarding system handover dates with Construction, Quality and Contractors.
• Monitor punch lists and expedite closure
• Ensure Control of Work processes and procedures are complied with.
• Responsible for briefing Commissioning Engineers on outcome of co-ordination meeting and chair discipline daily planning meeting.
• Coordinates input to and with Operations teams for assurance of commissioning scope.
• Provides site support to commissioning Engineer activities.

Essential Skills / Qualifications:
• Minimum 10 years experience in oil and gas industry or similar industry, in an project or operations role.
• Degree Qualified
• 5 years hands on completions and commissioning experience of Process and Utility facilities.
• 5 years experience at process design
• Broad appreciation of all offshore systems and logistics
• Knowledge of construction and commissioning requirements and setting up of procedures
• Familiarity with offshore & onshore permit and work processes.
• PC application skills – Microsoft Word, Excel etc.
