The Company:
Job Description

The Clients refinery has initiated a portfolio of five growth projectswith a combined value of up to $300 million. The projects are:
- Installation of a new Bitumen tank farm with associated shipping and truck loading facilities
- Installation of a Benzene/heart cut splitter
- Two projects to expand the capacity of and increase the product quality of refineries Polyol production.
- Debottlenecking of the existing hydrocracker
Each of the above Projects are schedule drive

The Role:
The Lead Process Engineer reports to the Portfolio manager and manages the activities of up to two process engineers and a process control engineer. The Lead Process Engineer’s team is responsible for supervision of and provision of technical support to the process and process control engineers of the EPCM contractor and ensuring that the technical content and integrity of the BDP, BDEP and associated deliverables of the Process Plants comply with the requirements of the company, as generally described in the Basis of Design and the Contract.

The key challenges of the role are:
- Ensuring integrity of tie ins to and expansion of existing brown field facilities
- Support the project engineer to deliver challenging schedule targets
- Provide fit for purpose and cost effective technical solutions
- Ensuring good alignment with refinery process engineering department.
- Managing the risk of number of novel technical solutions

Roles and Responsibilities
The specific responsibilities of the Lead Process Engineer are as follows:
1. Through the application of team working principles and encouraging a co-operative attitude establish and maintain a close working relationship between the process and process control engineers of the resident team and those of the Engineering Contractor, exercising the appropriate degree of control/influence such that the responsibilities under the contract are maintained.
2. For making the appropriate use of the expertise of Client Delivery Groups and its affiliates and SGSI specialist engineers through the appropriate Service Contracts to ensure that the project quality and technical integrity requirements are met.
3. Co-ordinating the technical input of the Process Licensors into the production of the BDP and BDEP under the respective License agreements to ensure the requirements of the License Contracts is met.
4. Provision of technical guidance to the Engineering Contractor in respect of the integration of the individual process packages with the utilities and infrastructure.
5. Assessment of the competence levels of the Engineering Contractor and the Client Project Team process and process control engineers and ensuring that any identified deficiencies are addressed accordingly.
6. To ensure that the work of the Engineering Contractor process and process control engineers is implemented giving full consideration to applicable standards and practices relating to safety, environment, operability, efficiency and maintainability all in accordance with the with the Contract and within the target job hour budget, cost and schedule.
7. Establishing a structured selective review process within the BDP and BDEP production work processes of the Engineering Contractor for application to critical elements of the project process designs.
8. Participating with the Engineering Contractor in HAZOP, desk-top safety and IPF reviews.
9. Providing direction and guidance to the Engineering Contractor in developing the commissioning plans as part of the “Flawless Start Up” initiative.
10. Providing critical technical input into the assessment of Cost Savings proposals of the Engineering Contractor.
11. To ensure that the Project Manager is kept fully informed of progress of the work, potential problem areas and their solution and highlighting significant deviations from plans and providing proposals for remedial actions.

Essential Skills / Qualifications:
Experience and qualifications required:

- Minimum bachelors degree in chemical engineering or equivalent
- Minimum 10-15 experience as a process engineer
- Minimum seven years experience in the petrochemical industry
- Minimum five years prior experience in projects
- Prior experience in refinery operations or operations is preferred
- Track record as a good team worker and experience with managing a small team
- Demonstrate courage to raise technical issues and demonstrate a good balance between discipline and business needs.
