Our Client is a Leading Global Operator in the Oil and Gas Industry.

The Role:
Status: Accompanied / Single Non Rotational / Single Rotational – Either 6x2 or 8x2

Reporting to the Project Engineering Manager, the role of the Lead Process Safety Engineer offers the opportunity to make a significant contribution in a challenging major project environment.

The Process Safety Engineer will be responsible for the implementation of ISD and the general design hazard management measures (DHM) developed during the Define Stage and progressed to date during Execute such that the Project design safety goals are achieved. In addition, there will be responsibility for guiding the project to ensure compliance with the UK H&SE Regulations and support for the development of the Operations Safety Case.

The Process Safety Engineer will have responsibilities reaching across all aspects of the facilities design concerning process safety and risk, including some subsea system responsibilities as well as the FPSO facilities.

The Process Safety Engineer will be responsible for:

• Ownership and execution of the project Design Hazard Management (DHM) Implementation Plan
• Delivery of defined DHM and HSE engineering deliverables
• Taking pro-active ownership of identified DHM issues and any that may arise during Execute to provide assurance that suitable and sufficient means to effectively manage the range of major accident hazards are in place and raising awareness of this
• Keeping the HSSE Manager and PS&R TA abreast of design issues that could impact the ability to effectively manage the Major Accident Hazards
• Project compliance with the requirements for DHM, including interface with PSCM, quality management and key contractors and suppliers
• Developing the terms of reference for specialist design safety study work, e.g. HAZID, QRA, fire hazard analysis, explosion hazard analysis, FMECA etc. and Co-ordinating the professional execution of the studies and delivery of formal reports.
• Supporting preparations for operation including tow-out, lifting, SIMOPS etc.
• Supporting the Independent Verification Body (IVB) in providing assurance that Performance Standards are being achieved during design, procurement, mechanical completion and commissioning.
• Providing support for the development of Written Schemes of Examination for all SCE and the identification of Safety Critical Equipment (SCEq) for implementation in the Operation maintenance system (e.g. Maximo)
• Assisting the project Safety Case Focal Point in collating and preparing DHM related information to support the Operations Safety Case development

Key Accountabilities:
In specific terms the post holder will amongst other areas be accountable for:
• Input to the Design Safety Philosophy, Goals, Strategy and Implementation plans to be followed.
• Identification of project stages that require an update of the Design Hazard Management Implementation Plan to cover specific, planned stages or activities and then follow up to ensure compliance. Arrange for implementation to be monitored.
• Ensuring delivery of updates to Major Hazard Register, Register of Safety Critical Elements (SCE) and refinement of related Performance Standards in line with availability of detailed design information and safety study feedback.
• Identifying key design change or layout decisions that may cause a change in major accident hazards or DHM and drawing these to the attention of the EM and PS&R TA.
• Refinement of the SCE performance standards for the project where appropriate and obtaining discipline TA acceptance.
• Interfacing with all engineering disciplines (Layout, Process, Structural, Mechanical, Electrical, Instrumentation, HVAC, Architectural, Loss Control) to:
• Understand the design at each stage and identify MA hazards
• Understand the hazards, their causes and consequences
• Identify when to call for focused/specialist study of a design feature
• Identifying safety studies required (e.g. Fire & Explosion Risk Analysis) and monitor the design safety study plan through each CVP Stage
• Review and guide key safety related deliverables from main contractors' work (studies, registers and technical deliverables - eg. Fire & Gas detection coverage, hazardous area drawings, firewater system design report).
• Monitoring the Independent Verification Body (IVB) in their assurance of SCE Performance Standards during design, procurement, mechanical completion and commissioning and appropriate response to any issues raised.
• Monitoring development of Written Schemes of Examination for all SCE and the identification of Safety Critical Equipment (SCEq) for implementation in the Operation maintenance system (e.g. Maximo)
• Assisting in the collation of information necessary for development of the Project Case for Safety and external legislative Safety Cases and produce in good time to obtain engineering team acceptance
• Implementation/application of Design Safety Guidelines as applicable/appropriate to the project

Essential Skills / Qualifications:
Candidates should have experience in design safety in front end engineering design and detailed design. Competency and experience will typically include:
• Proven track record of delivery of Process Safety role in the Oil and Gas industry.
• A high level of technical competence and comfortable playing a lead discipline role in a multi-discipline engineering team. This would typically be a number of years of directly relevant experience with an engineering bias.
• An ability to assess a design and identify what could go wrong and how severe any possible consequences may be, using engineering judgement.
• Major Accident Hazard analysis and assessment experience, including the interpretation of results for use by design teams
• Excellent interpersonal and leadership skills with the ability to work cross discipline and form a strong working relationship with Contractor(s).
• A self starter with the ability to seek resolution from ambiguity.
• University qualification in a relevant

Desirable Skills / Qualifications:
• Some experience of the technical support of construction and commissioning for a major FPSO project is desirable.
• A knowledge of design principles and engineering standards in relation to design safety, would be an advantage.
• Ideally conversant with MPcp, Major Project Guidelines, discipline area ETPs and other major project engineering standards and expectations.
• Prefernce for Chartered Engineer Status.
