The Company:
Our large oil and gas client is seeking a Lead Process Safety Engineer for a long term opportunity.The position will be based in Houston with occasional travel to Trinidad for a period between 12 - 24 months.

The Role:
The Lead Process Safety Engineer is part of the Engineering team, which is responsible for reviewing technical work undertaken by the Engineering Contractor(s) and providing technical guidance and assurance for Major Projects. Specifically, the Lead Process Safety Engineer will work closely with the other clients' discipline engineers, operations / maintenance personnel and the Engineering Contractor to provide technical assurance for the process safety engineering and risk related to the facilities. A Process Safety Engineer will be assigned to work alongside the Lead Engineer and it is required that the Lead will provide him with coaching and development guidance.

Roles and Responsibilities:
• Serve as a principal resource to the Engineering Manager and Project organization for developing and establishing of the process safety related Project specifications and standards.
• Provide coaching and development guidance to the assigned Process Safety Engineer.
• Provide engineering support to ensure that process safety systems of facilities are designed in compliance with applicable STPs / ETPs, industry codes, regulations, and specifications.
• Act as the focal point and the responsible Engineer for the Process Safety deliverables generated by the Engineering Contractor.
• Determine risks to delivery and ensure adequate risk mitigation plans are in place.
• Act as a focal point for the collation and maintenance of key process safety and risk documentation, including as appropriate:
o Fire and blast studies
o HAZOP I PHA I ORA studies and actions log
o LOPA I SIL assessments
o Shutdown philosophy
o Alarm management philosophy
o Safe operating limits
o Hazards Register
o Safety Case or equivalent "licence to operate" regulatory submissions

• Facilitate minor HAZOP and HAZID studies and provide coordination and assurance for major PHA studies
• Organize MAR studies and updates in accordance with GP 48-50.
• Provide leadership in addressing process safety design issues
• Provide technical support to engineering and operations regarding implementation of recommended actions from PHAs and MAR studies.
• Maintain and share knowledge of the related engineering technologies, standards, lessons learned and best practices identified and used within the client and industry.
• Specify process safety-related design specifications for new and replacement equipment, including the client's requirements for:
o layout and spacing
o inherent safety
o overpressure protection
o active and passive fire protection

• Provide engineering support as the process safety discipline lead in development and technical endorsement of MOC proposals, while understanding how to arrive at the appropriate balance between safety, production efficiency, and cost in assessing MOC proposals.
• Provide support for emergency response to process safety-related incidents, including participation in incident investigations.
• Facilitate efforts to identify, gather and maintain pertinent key data and documents to reflect the current activities for all the process safety and risk activities.
• Assist in the establishment and monitoring of process safety performance management metrics /KPIs.

Engagement of Engineering Technical Authority (ETA)

• Be responsible for ensuring that the ETA is engaged at a minimum of once a quarter to provide an update on the status of the Project with respect to the specific discipline. It is envisaged that more frequent engagements will take place on an ad-hoc basis, or in the case that specific issues have been identified that require ETA advice or response.
• Be accountable for ensuring that the ETA is kept aware of the major engineering decisions being taken by the project, and that they are involved early enough in the decision making process to be able to intervene if necessary without having a significant impact on the project delivery.
• Be accountable for ensuring that the ETA is advised of any engineering issue that requires his/her involvement, such as exceptions to ETPs, codes or standards.
• The Lead engineer, at the start of each project phase, is responsible for presenting a plan (or roadmap) of the deliverables (client and contractor) for the discipline for that phase. Each of these plans will be issued as formal documents, and will be agreed with the ETA.
• Be accountable to the ETA in ensuring that studies and activities that require ETA endorsement are presented in a timely manner for their review and input.

Essential Skills / Qualifications:
• An Engineering Degree is required preferably in Process Engineering or related discipline.
• Professional accreditation or chartership with relevant institution.
• The candidate will have a minimum of 12 years experience in the Process Safety Engineering discipline, in major projects or engineering environment, with at least 5 years in a senior engineer role.
• Experience in the upstream hydrocarbon industry
• Understanding and experience in delivering fire and blast analysis, qualitative risk assessments and major accident studies.

Desirable Skills / Qualifications:
• Experience in assurance and review of work products from a top tier engineering contractor and in managing the interfaces between engineering and a fabrication yard.
• Experience in the upstream construction activities.
• Process Safety experience implementing the client's ETP's, including Process safety studies (MAR, HAZOP, lSD etc) and risk assessments.
• Experience working with major engineering contractor organisations
