Our client is a major global Oil and Gas EPC management company that can cover small Brownfield projects to major Greenfield projects.
They are a growth company who can serve as a Sole Supplier, Joint Venture or Subcontractor. With a proven track record of delivering large scale complex projects they are a progressive and attractive company.

The Role:
We are currently looking for a Lead Project Controls Engineer/Manager to join our clients North West Office.

As part of a long term alliance with a major Oil & Gas client based in Kuwait our client are undertaking a major revamp and modification/upgrade project to help modernize their Main Gathering Center located at Wafra, Kuwait with many sub-centers throughout the three main oil fields that require modifications and further expansion.

The key elements of the role are:

Supervise and direct all activities of the Project Controls Function and the Project Controls Engineers.
Supervise the Project Controls function during design and/or construction stages of the assigned project/projects.
Develops and maintain detailed project schedules
Monitors budget and expenditures
Ensures adherence to recommended best practices for project control such as CPM, PERT and the like
Compares the actual project progress I status against the Plan and takes corrective actions as necessary
Implements strategies to overcome obstacles and roadblocks to meet schedules and keep costs within budget.
Ensures that the project cost and schedule estimate is sufficient to execute contingency and mitigation action plans
Ensures that cost and schedule impacts for all risk and opportunities (QRL 1-5) are identified and contingencies are included in the Project Risk Register as deliverables / action items.

Additional Duties:
Ensures that cost and schedule impacts are reflected in the project base lines.
Ensures that all risks and opportunities QRL 1-5 are extracted from the central Project Risk Register and turned over to the parties conducting the Cost and Schedule Risk Assessment as a pre-read
Leads risk workshops; identifies and assesses cost and schedule risks for each alternative.
Coordinates, analyzes, and integrates Contractor's cost and schedule risks into the Project Risk Register;
Leads and coordinates Cost and Schedule Risk Assessments
(CSRA's) on the project; engages Risk Management teams to assist; ensure cost and schedule assurance activities are complete prior to conducting CSRA.
Ensures availability of resources to accomplish the scope of work within the time and schedule approved.
Coordinates with all functions, departments, and Vendors, Contractors and others as needed to ensure cost and schedule are met.
Prepares reviews and issues periodic reports of the project progress, mitigation and make-up plans as needed, contingency draw-down, and outlook.
Keeps a register of all deviations (proposed and approved and rejected) from the approved plan and scope and takes appropriate actions to resolve issues prior to proceeding with the changes.
Responsible for assessing effectiveness of working practices and systems with a view to continuously improving systems, personal and team performance.
Ability to interface directly with project teams and clients as required.
Available to travel, as needed, in order to perform functions such as construction site inspection, information gathering, and / or client meetings

Essential Skills / Qualifications:
Substantial experience of EPCM engineering projects, including managing multi-discipline design activities with International EPCM contractors.
Experienced in Project Control in a multi project(s) environment and with demonstrable skills in the management if project time and cost.
Good written and oral communication skills, demonstrated through client interaction, supervision, proposals and presentations.
Ability to negotiate successfully with clients and contractors through engineering and construction phases of the project.
Computer proficiency; thorough knowledge of project controls systems, procedures, techniques.
Working knowledge of both engineering design & construction.
Minimum Academic Qualification: B.Sc in appropriate Engineering discipline.
Must have extensive substantial experience.
Subtantial experience in years Oil & Gas, Refinery Petrochemical Industry.
Must have substantial experience in software applications and for the respective speciality
