The Role:
• Stewardship and provision of QA expertise for FEED, detailed design, procurement, construction, commissioning, installation, start-up and Handover to the Asset. Develop the Quality Management System that shall cover both the project execution processes as well as the verification of the delivered product.
• Lead the Quality Assurance Team and champion quality across the development.
• Ensure quality requirements are captured, and understood, in the PEP and the contract documents.
• Develop and deploy the Project Assurance Plan. Develop the Project Discipline Control and Assurance Framework Plan.
• Assure that the Project scope is conducted in accordance with approved and adequate Quality and Integrity Management Systems, plans, procedures, specifications, codes and standards.
• Oversee provision of QA/QC resources for the entire Project scope including budgeting, planning, contracting, recruitment, training, development and capability transfer. This includes both coaching and mentoring and supporting the GPA/IDP process. Also accountable for the HSE management of quality personal and inspection contractors (Mode 1).
• Lead responsibility for the application of the Project Lessons Learned, Quality Alerts and Benchmarking activities.
• Develop and manage the full project audit and review plan right through to close out of activities with the appropriate documentation back up and sign off in Fountain.
• Manage as Contract Holder, the contracting of the Inspection and Classification and Certification services.
• Develop and maintain the verification of the TI and AI programs.
• Provide leadership to support the Project Flawless Project Delivery program. Assure the appropriate “Q” areas are established and managed.
• Manage the tracking system (Fountain) to record key actions and ensure appropriate accountability for close-out of actions from major reviews (VARs, PERTS, OR&A reviews, etc.).
• Manage the overall project permits and consents process to assure alignment with the regulatory regime and interface with project schedules. Responsible for the development of the Regulatory Compliance Plan. Provide assistance to the project teams to achieve full QA and Integrity compliance with required legislation.
• Provide active support and technical QA and Integrity advice to company site teams including visits to monitor and audit site tem and Contractor Quality performance.
• Support investigations in relation to project activity failures or quality issues. Ensure quality issues are appropriately mitigated.
• Liaise with Contractor QA and Integrity Management and advise and assist when necessary and appropriate.
• Provide quality advisory input to MOCs.
• Ensure risks related to quality are identified and that mitigation plans are established and managed.
• Support Supply Chain Management performance on the project though QA input to tenders and contracts. Define and lead the quality system evaluations for major contracts and oversee the evaluation of quality criteria on others.

Position Description - Dimensions
• As a technical expert, prime and shared accountability for projects ranging from $15 million to $300+ million. Excellent presentation, and communication skills with diverse group of people is a must. A typical project scope requires directing, leading, and managing in-house contract engineers, lesser experienced engineers and contract inspectors from front-end design through detailed design, execution, and commissioning.
• A minimum of 5 years experience with design and construction of subsea equipment and offshore flowlines/pipelines with emphasis in deep offshore projects. Experience and familiarity with shallow water platform tie-ins, shore approach construction and equipment requirements, and the QA/QC aspects of supervising projects.
• Willing to work with local content requirements, construction sites, safety requirements, and application of company standards and specifications to ongoing site works while managing interfaces with design and fabrication activities.
• External relationships with company and with EP, GP, and OP regional staff and management, government regulatory authorities, and co-venturers.

Position Description - Challenges
• This position is located in Kuala Lumpur, Malaysia. Ability to travel domestically and internationally, sometimes for extended durations, is a must.
• Ability to use global standard work processes across a variety of projects in an international setting and for multiple customers.
• Effective communication with management, technical and commercial specialists and operations staff in all disciplines and across a number of regions.
• Personal/interpersonal skills are essential when working in as culturally diverse and complex project organization. The Incumbent should be prepared to share experiences and to effectively resolve problems and make decisions.

Position Description- Additional Comments
Experience managing / leading a team, established skills in optimizing teamwork dynamics.
10 -15 years experience in the petrochemical industry involved in QA with QC and HSE experience with major offshore oil and gas projects executed through EPC models.
Must have solid skills executing QA, QC & HSE methodologies, plans and processes and have a good working understanding of Asset Integrity including the Technical Integrity Framework and technical assurance applications.

Strong leadership, management and communications skills are essential.

Experience and Qualifications
Degree in Engineering or Science, or equivalent recognized qualification.
Member of recognized Quality Institution (preferred).
Qualification as a Lead Quality Auditor, experience essential.

Certifications in Process Improvement and Quality Management (preferred).

Formal training in continual process improvement techniques preferred. Technical background in welding and NDE processes. Prior experience as a Project Quality Assurance Lead or equivalent.

Key Competences Required
Knowledge of project management processes and controls.

High personal energy and a proven track record in achieving stretch personal and business goals.

Ability to map processes, recommend and implement process improvements, develop measures, Leading Indicators and KPIs.

Detailed awareness of project design, procurement, and construction engineering principles and practices.

Able to apply key project assurance practices such as technical assurance controls, project health-checks, Flawless Project Delivery, benchmarking (IPA). Understanding of the OPMG requirements and the ability to deliver the QA elements to support decision gates is essential.

General knowledge of and ability to use accepted industry standards (API, AWS, etc) and international standards (SOLAS, etc.).

Strong knowledge of ISO9001, ISO 29001 and familiar with ISO 14001.

Knowledge and experience working with HSE management standards and guidelines, contract holder management requirements and general regulatory regimes including familiarity with Classification schemes.

Knowledge of Business Processes.

Knowledge of offshore floating facilities installation techniques and marine systems functionality preferred.

Strong knowledge of supply chain management techniques and practices with hands-on background in procurement pre-award and post-award management processes. Experience managing QA during Procurement phases essential.

Knowledge of quality improvement tools including Lean techniques (Lean Six Sigma a Plus but not required).

Knowledge of offshore equipment manufacturing, construction and fabrication processes, and commissioning and Ready for start-up practices and checks.

Strong problem solving skills and able to show initiative in difficult and challenging situations.
Experience and knowledge of Ready for Start-up Completions systems and preparations and QA of Asset handover deliverables.
