The Role:
CONTEXT & ENVIRONMENT:

The job-holder must work closely with the Company’s engineering and operations groups to ensure that a comprehensive advisory service is provided which takes into account specific engineering constraints. The job-holder will be required to travel to offshore and onshore operational sites as part of their duties to conduct safety briefings, safety engineering studies and general communication activities.

MAIN RESPONSIBILITIES:
•Provide safety engineering advice and support to Company departments, ensuring assurance of technical safety aspects is carried out
•Ensure that major hazards are identified, adequately assessed, evaluated and managed in accordance with relevant statutory, group and corporate requirements
•Identify where safety engineering elements are not fully integrated into the Company Management System and propose solutions to rectify the situation
•Budget and cost management within own activity area including the performance management of safety engineering consultancies
•Be aware of changes in regulatory requirements and advise relevant departments of requirements to comply
•Be cognisant of the potential for damage to the Company’s reputation when advising or liaising with external stakeholders
•Take a lead role in the technical decision-making process relating to Safety Engineering

MAIN ACTIVITIES:
•Lead and performance manage discipline engineers, responsibility for providing work direction and technical guidance, developing work plans, checking work/project progress, identifying team resources, setting priorities and time schedule
•Provide guidance and support to engineers within discipline team
•Contribute to the development of the discipline budget (Studies and Modifications) and ensure closure expenditure is within acceptable % of original budget
•Deputise for Head of Safety Engineering when required
•Develop specifications, terms of reference and scopes of work for specific safety engineering studies
•Working with minimal supervision, provide safety engineering advice to departments
•Manage the planning process for a complete job, ensuring timescales are met
•Coach, train and support colleagues in specific areas of expertise
•Write procedures, specifications and technical reports relating to safety engineering
•Liaise/communicate with external stakeholders (e.g. HSE) where required
•Ensure relevant safety engineering statutory reporting requirements are carried out
•Organise, facilitate or participate in HAZOP, HAZID, risk assessments and other safety engineering reviews
•Work with Safety Engineering Technical Assistant to identify requirement for updates to formal risk assessments, QRAs and Safety Cases / COMAH Reports and other relevant statutory documentation.
•Proactively identify safety engineering issues/problems to be addressed and by working closely with other disciplines, identify solutions
•Provide technical guidance regarding working practice/timescale of work carried out for contracted services
•Advise relevant departments of requirements to comply with legislation, corporate/group standards & guidance
•Identify additional resources/ capabilities required providing cost-justification to Head of Safety Engineering

Essential Skills / Qualifications:
OTHER REQUIREMENTS:
•Relevant and appropriate major accident risk industry experience (oil and gas / chemical / nuclear, etc)
•Educated to degree level in a relevant discipline and preferably hold or working towards a Masters degree in an engineering discipline
•Chartered Engineer or equivalent, or working towards Chartership status
•Comprehensive safety engineering related knowledge of current and emerging legislation and industry trends
•Thorough knowledge of risk assessment techniques and experience of organising and where appropriate, facilitating/chairing HAZOP, HAZID, safety engineering risk assessments and reviews
•Developing technical expertise through external courses and conferences and self-learning
•Experience of mentoring and coaching individuals
•Delivering clear concise safety engineering information both written and verbal to stakeholders
•Possess current UK Offshore Survival Certificate and current UK offshore medical certificate
