The Role:
Our client, a leading producer of LNG in the Middle East, is looking to appoint a Leadership Specialist for their Learning and Development Team based in Doha.
The successful candidate will be responsible for planning, organising and managing the implementation of leadership development strategies and programs in order to ensure business continuity.
Responsible for all aspects of the company's leadership development KPIs, managing partner relationships and contracts. The position will have secondary roles for coordinating ‘e’ learning and working with the L&D administration supervisor to oversee English language provision.


Key Responsibilities include:
* Strategy formulation and implementation - Assist the Head of Talent Management and other members of the Learning and Development department in developing the Talent Management strategy and plans.
* Budgets & Plans - Contribute to the preparation of the Talent Management budget pertaining to leadership development and monitor financial performance versus the budget.
* Policies & Procedures - Recommend improvements to existing leadership development policies and procedures and direct the implementation of instructions and controls covering leadership development so that all relevant procedural/legislative requirements are fulfilled.
* Strategic Planning – Learning & Development and Talent Management
* Organisational and Departmental Leadership Strategy - Analyses and map the leadership development needs in order to identify improvement opportunities and focus areas. Prepare gap analysis reports along with mitigation plans in order to bridge identified gaps. Prepare the leadership development implementation plan in order to ensure effective and efficient execution of all leadership development initiatives.
* Leadership Pipeline Framework - Ensure that the leadership development elements are directly and clearly aligned to the company's vision and values. Evaluate leadership development leading practices and assess whether those leading practices can be implemented to design a leadership pipeline framework.
* Leadership development Implementation - Liaise with L&D administration supervisor in identifying and establishing relationship with leadership development providers and business schools. Contribute to and oversee the design and development of leadership development programs to meet the training needs identified. Examine the cost-benefit of training proposals and organise and co-ordinate with the L&D administration supervisor the effective delivery of training and developmental programs. Evaluate the effectiveness of leadership development programs to determine whether the training has met the program objectives.
* Advisory services and project management - Provide internal consultancy and direction to departmental managers and heads on leadership development programs and leadership pipeline matters. Provide external coordination and collaboration with partners and service providers on all aspects of leadership development. Manage L&D, TM and Leadership development projects and ensure effective and efficient operational roll-out of the same.
* Reporting - Prepare MIS statements and reports pertaining to leadership development and leadership pipeline status.


Key Skills / Attributes:
* Degree qualification in HR Management, Business Administration or similar discipline
* Professional certification in HR is desirable but not essential
* Minimum 8 years relevant experience including 5 in an operational leadership role
* Middle East Oil & Gas experience is desirable
* Good business skills and understanding
* Good analytical, communication and reporting skills
* Capable of defining and implementing effective business solutions to meet leadership objectives
