The Role:
Our leading client is currently seeking a Learning & Development Advisor based in Dubai with weekly travel to Iraq working on a 5/2 rotation.

Support Learning and Development activity by managing the Training, Technology/ infrastructure and Scholarship Fund (TTSF).

TTSF activities entail:
• Financial management and responsibility for the annual USD 5M value of the fund, including budgeting, expenditure and monitoring
• Operational and Project management – all logistical and organizational activities associated with the TTSF. It is expected to have multiple projects runningunder the TTSF at one time.
• Contracting and Procurement: A significant CP effort is associated with TTSF activities for procuring services, goods and content. Close working with CP team
• Dealing with various suppliers, including academia in support of the Scholarship aspect of the TTSF
• Communication: Communication with a multitude of stakeholders both internal and external, across cultures, borders and different agendas
• Managing the ABC aspect of the TTSF – the role is considered high ABC exposure
• Stakeholder Management: External and internal stakeholders.

ACCOUNTABILITIES:
• Responsible for the complete TTSF agenda
• Financial management and accountability for the TTSF budget
• Stakeholder engagement and risk management associated with TTSF

Essential Skills / Qualifications:
• Min. 5 years relevant Learning and Development experience (at similar accountability level)
• Commercial/ CP experience – expected to organize and manage contracts
• Skilful communicator - Strong preference for Arabic speaker/ regional experience
• Good knowledge of training providers
• Knowledge/ understanding of Scholarship management
• Strong networking and stakeholder management skills
