The Role:
Member of cost engineering team, coordinate cost engineering, cost control management, reporting and liaising Project Services Team with PSCM and Finance as part of Company Project Integration.

Cost Engineer will be the front gate on ensuring process on compliance of Cost Engineering Procedure as the basis of the work alignment with the MPcp requirements as well as Project Services Guidelines.

As member of Cost Engineering team, Cost Engineer hold responsibility for implement the setting up procedures of compliance to Cost Engineering procedures, manage and control budget, performing the recognition and valuation of actuals, value of work done and accruals, maintaining the Forecast Final Cost, reporting, defining requirements of Cost Engineering interfacing with PSC, JOA, AFEs, FMs and DoA process, managing impact on project management of changes and risks, managing commitment and project close out.

Accountabilities

Plans, Schedules, and Procedures

• Ensure the procedures and governance of Project Services Guidelines, Cost Engineering Procedures, review meeting, stakeholders requirements are properly set up and implemented.
• Define Project Work Breakdown Structure (WBS) based on the COMPANY Standard WBS and define other reporting structures as required based on the Project Execution Plan.
• Prepare the issuance of proposed AFEs list and AFEs status
• Identify Cost Engineering requirements with respect to Knowledge Management and Lesson Learned capture.

Budget Management (including FMs, AFEs, Government and Partners budget)
• Set-up and manage process Control Budget management, UAP Drawdown plan and raise AFE’s for relevant Budget holders’ approval under TL coordination.
• Report plan for annual budget, long term plan and COMPANY Group Financial Outlook (GFO) in alignment with plan schedule defined by Finance and Commercial schedules.
• Provide input on manage changes and supplements against the above plans including actual drawdown of UAP.
• Perform Budget versus Actual analysis for Project Capex and Opex, including manpower plan review and update.

Actuals, Value of Work Done, Accruals and Forecast Final Cost
• Perform appropriate and fair estimate of Value of Work Done (VOWD) valuation using the latest actuals and progress information.
• Perform calculation of VOWD and accruals input information in monthly basis and ensure alignment with Accounting Closing period.
• Document the VOWD Calculation and Accruals for audit trail and review.
• Perform detail calculation of Forecast Final Cost (FFC) incorporating changes and risks, phase the Forecast to Go and validation process against the overall FFC total.
• Front row performer on the FFC reviews, regular 6-monthly quantity based bottoms-up re-forecast of project cost during Execute as mandated by the CDO are performed and properly controlled.


Reporting
• Provide input for internal and external cost reporting requirements and assigning reporting responsibilities within the Cost Team under coordination and supervision from TL.
• Perform implementation of report requirements in the COMPANY Cost Database and usage for all cost reporting

Project Close Out
• Support contractual close-out activities.
• Reconcile Final Cost and Accounting System

Interface and Other Discipline Interfaces
• Finance Interface: Coordination on PSC/JOA accounting procedures, AFEs, FMs and DoA processes, and compliance to SOX, Forex strategy and valuation, control on budget and UAP drawdown.
• PSCM Interface: Coordination on contract and commitment management, reconciliation of Backbone/SRM data and COMPANY Cost Database.
