One major Russian Oil & Gas companies working on an international level, with many projects worldwide is looking for Logistics Coordinator

CANDIDATES MUST HAVE ELIGIBILITY TO WORK IN THE RUSSIAN FEDERATION. Fluent Russian & English

The Role:
To ensure that Company Safety, Environment and Quality policies and programs along with specific duties and responsibilities outlined in the local site policies are followed
To plan and coordinate all logistical support related activities including but not limited to Ground transportation, fixed wing / helicopter operation, crew boats operation, cargo transit, Meet & Greet service, Visa registration by setting standards and developing procedures and control measures in line with guidelines and directions from Logistics Group Supervision and business line. Coordinate the implementation of approved plans and resolve problems with external parties, other departments or individuals
To act as Local Contract Lead for all relevant Logistics contractors at the site; ensure that Camp Management and Catering Contracts are executed in compliance with OIMS and CIMS policies and procedures; steward Logistics group contracts related to operation of OPF, ensure performance as per the contract requirements, monitor budget spend for all site Logistics related contracts, be able to support Field Logistics Supervisors with budgeting, scope of work review and updating for required services, contractor KPI review and control
To develop and maintain effective and transparent site business reporting and communication interface system to ensure that all relevant documentation, reports and backups are kept in accordance with Company MPI, Records Management, OIMS and CIMS standards and policies
To maintain an inventory of Logistics assets; coordinate their procurement, use, transfer and write-off
To authorize material exit manifests and journey management plans related to passengers transit and operation of OPF facilities
To liaise with various stakeholders and site representatives on daily operating activities to ensure smooth and safe operation of the camp facility and problems / issues solving to the best interest of Company
To perform all required transactions and actions in Company owned SAP / IPES system to ensure flawless execution of the Camp Management and Catering Contracts
To monitor budget spend for all site Logistics related contracts, steward PO cost control and provide monthly actual spend analysis and feedback with cost reduction opportunities to Field Logistics Supervisor
To interface with all site Logistics related contractors as per OIMS requirements (element 8.3); monitor Contractor's performance and compliance with the contract; ensure that OIMS forms 6A and 9A are duly documented and filed; steward Contractor’s safety performance, food quality, and camp cleanliness; participate in contractors weekly and monthly safety meetings; conduct weekly action items review meetings with Contractor supervision on site level; lead monthly Service Improvement Forums (Interface Management Plan) and document monthly contractor performance results in hard copy with signatures of all involved parties
To provide support for incident investigations related to Camp Management and Catering Operations; review incident reports, identify corrective and follow-up actions and monitor their completion
To control collection and review of statistical data (KPIs) so that the overall operational and SHE performance of contractors is monitored, analyzed and corrective action taken
To follow Camp Emergency Procedure / Plan in case of Emergency or Drill
To coordinate full cycle catering services for camp residents and day-stay visitors; ensure a 4-week menu cycle along with sufficient food supplies and food stock in the camp; make arrangements for self-service coffee breaks, lunch boxes, special meals / events; respond to customer feedback; ensure that core food safety guidelines including HACCP principles and sanitary requirements are met
To review food quality, food handling in conjunction with the Camp Medic; arrange for periodical inspections of the camp premises; based on observations, initiate corrective measures related to safety, security, housekeeping and maintenance
To control provision of accommodation by ensuring all team members are properly accommodated and accurate records are kept, develop general strategies for the vendor/visitor accommodation; develop, execute and periodically review accommodation policy; control bed space allocation, maintain site wide three-month and annual POB forecasts; coordinate and maintain accurate records of OPF permanently assigned and transit personnel POB; ensure accommodation distribution is efficient and satisfies Company needs
To ensure that actual fixed wing / helicopter pax information is transferred to Yuzhno based PTS Sakhalin Travel clerks in prompt manner; coordinate trouble shooting and interface with other PTS clerks
To control provision of cleaning and housekeeping services by ensuring all surfaces are maintained in a clean and sanitary condition; ensure that cleaning staff is maintaining the required standards of hygiene in the camp; review safe chemicals handling and use
To control laundry services provision; coordinate laundry services; approve the schedule; ensure sufficient bed linen stock
To develop strategy and supervise pest control service at all camp facilities and potentially affected areas including deratization and desinsection
To control provision of Camp facilities maintenance, ensure adequate and timely response to all maintenance problems and implementation of PM schedules; coordinate camp maintenance activities; kitchen equipment maintenance, laundry equipment maintenance, entertainment equipment maintenance, camp premises maintenance and modifications; interface with Facility General Maintenance contractor to effectively plan workforce; maintain a maintenance log book for residents feedback
To control provision, allocation and set up of offices and office planning, ensuring furnishing and office maintenance; coordinate the procurement and supply of office furniture and equipment, coordinate preventive maintenance and repair of office equipment, non-GME equipment (e.g. Xerox office document centers, labeling machines, etc.) and consumables; identify and plan for write-off of office furniture and equipment at times when certain items are found obsolete or unusable
To ensure and arrange flawless operation of the OPF Camps service including check-in and check-out process, Safety / Emergency and Security induction, issuing and maintaining records of room keys; ensure the camp rules are communicated to all residents prior to check-in and available during their stay
To develop, monitor implementation of and periodically review camp rules, including camp safety and security, camp housekeeping, and ethics
To coordinate and organize camp well fare and other social entertainment events; coordinate after-hours entertainment services; arrange re-supply and maintenance of entertainment equipment and consumables
To perform other duties as required and determined by Company operational necessity and as directed by Logistics Group Supervision in accordance with applicable rules and regulations
Employee is responsible for conscientious performance of his/her duties in accordance with Russian Labor Code
To attend all mandatory for employees Company training programs and seminars, including computer-based programs
To perform assignments in a safe and diligent manner, follow labor safety rules, timely inform the supervisor about any incidents, injuries, near misses and potential hazards at his/her working place or at others’ working places if witnessed.

Essential Skills / Qualifications:
EDUCATION REQUIRED
- Diploma of Higher Education in Linguistics, Management, Economics, Hotel administration or related field is a preference

SPECIFIC SKILLS REQUIRED
- Knowledge of aviation support / certified HLO, weather observer and dangerous goods training
- Understanding interaction of HSE and Business goals
- Knowledge of accident / incident.
