The Role:
• Develops, plans and implements goals and objectives for the operations and maintenance department according to Management directives; prepares and administers internal policies and procedures relating to departmental program activities; interprets and explains applicable rules, laws and regulations to supervisors and others.
• Directs, oversees and participates in the departmental program work plan; assigns work activities, operations and maintenance projects and programs; monitors work flow and project status; reviews and evaluates work products, methods and procedures; implements needed work process and automation improvements, and methods for improving customer service.
• Studies and recommends procedures and practices to improve operational efficiency and develop Key Performance Indicator for external and internal; evaluates alternatives for performing needed work including by contracting out services; attends project review meetings to evaluate progress of ongoing construction or maintenance activities.
• Station at the job sites to oversee work in progress and provide needed direction; responds to major emergencies during and after hours as needed; directs the investigation and correction of consumer and operational complaints within areas of jurisdiction.
• Coordinates departmental activities with other departments and divisions; provides responsible advice and counsel to the General Manager, and department and division managers on a variety of operations and maintenance issues; oversees the maintenance of departmental records and files.
• Coordinates preparation of the annual budget request for the Operations and Maintenance Department; reviews staffing, equipment, and supply needs based upon recent trends and planned activities; monitors expenditures after budget adoption; approves purchase requisitions.
• Interviews and hires new staff; prioritizes, assigns and reviews work; approves time off for payroll purposes, and prepares employee performance evaluations; monitors and participates in employee relations activities within the department; ensures that safety program requirements are adhered to by employees. Responsible for Human Resources matter within the operations and maintenance department not limited to hiring new staffs, approval of time off, evaluate employee performance, personal development and enforcement of safety program as per company guideline and regulatory requirement.

Essential Skills / Qualifications:
• Bachelor’s Degree or higher in Mechanical Engineering, Production Engineering or related field
• Minimum 5 years of experience in leading a operation and maintenance team
• Good knowledge and experience in operation and/or maintenance servicer for water technology
• Knowledge in project management and quality system ISO 9000 and ISO 14001
• Coaching new techniques/new technology for colleagues
• Strong leadership, organizational and planning skills (especially interpersonal, communication, and problem solving)
• Good of English, both written & spoken skills and proficient in MS Office
