The Company:
Our client is a major leading oil and gas operator who have been involved in the development of Australia’s energy resources for over a century. They are heavily involved in the PNG LNG project is which one of the world’s largest resources projects to date.

The Role:
The candidate will be responsible for supervising and coordinating development, implementation, maintenance and stewardship of an adequate and appropriate Malaria control Program (MCP). They will support contractor MCP through checking and evaluation and report program measurement and performance data. The candidate must also work with local procurement contacts to ensure that all contracts contain MCP provision.

Key aspects of role
• Interact with ISOS doctors/contractors to ensure they understand and apply malaria contract requirements
• Manage care/custody/control of MCP specimens; interact with ISOS management and the ISOS database; run reports
• Interact with other expat community medical providers & PNG Malaria experts to understand trends and adjust our strategies/tactics based upon assessment
• Run case investigations which include interaction with doctors (ISOS, local hospitals); understand diagnostic protocols; pathological results; care/custody/control of blood slide specimens
• Interact with entomologists; make assessment and judgement on application of vector control within budget limits
• Work with procurement on purchasing strategies for bite prevention (repellents, nets, clothing, etc) ; medications
• Beyond malaria; understands Vector Borne viral diseases like dengue, JE ; prevention strategies and treatment
• Prepare stewardship presentations that integrate all of the above to keep senior management informed and help drive program direction

• Develop process to ensure that arriving personnel have a valid Malaria VISA
• Apply local protocol to educate and process travellers with inadequate pre-travel preparation to ensure they have adequate chemoprophylaxis and bite prevention supplies.
• Ensure that malaria awareness training is provided to all employees at least annually
• Incorporate MCP vital information into site safety orientation sessions, e.g. name of local MCO, how to obtain bite prevention supplies or additional chemoprophylaxis
• Develop a process for distribution of pre-departure malaria control information, including EMERS passport sticker and Malaria Survival Kids when required

Bite Prevention
• Ensure availability and coordinates distribution of supplies for self-protection including Insecticide Treated Bed Nets (ITBNs), DEET for skin, Permethrin for clothing
• Assist the MOG Contact in obtaining updated national malaria statistics and geographical distribution
• Maintain an awareness of malaria transmission cycles and control efforts in area(s) of responsibility, including vector control
• Organize and supervises the implementation of an effective vector control programs, utilizing entomological survey information, at EM-controlled facilities, including:
• Inspection and application of appropriate Mosquito Inspection Stickers
• Supply of ITBNs in all accommodations found to have openings which could allow mosquitoes to freely enter
• Control of mosquito breeding sites on EM-controlled facilities, e.g. environmental management of standing water
• Indoor residual insecticide spraying
• Conduct inspections and audits of the vector control measures at EM-controlled facilities

• Work with MOH contact and Primary Medical Providers (PMPs) to ensure they understand the MCP and MCCP protocols and to ensure processes are in place to access approved anti-malarial medications if needed

FOR MCCP Countries
• Coordinate in-country chemoprophylaxis testing, including process for selecting and testing business travellers
• Ensures local procedures and supplies are in place to
- Store collected MCCP specimens in freezers or refrigerators before they are shipped
- Ship specimens to in-country consolidation centres if they are used
- Ship collected/stored specimens appropriately to the analytical laboratory

Diagnosis and Treatment
• Ensure ready access to adequate and appropriate diagnostic and treatment services with an approved Primary Medical Provider (PMP)
• Direct the traveler to the local MOH contract and PMP to obtain a anew or refreshed Malaria Survival Kit (MSK)
• When there is no MOH presence in a country, the MCO should assist the MOG contact in ensuring the availability, prescription and distribution of MSKs to employees with Malaria VISAs before they depart from the malaria risk area
• Advise affiliate management regarding the stewardability of malaria cases
• Assist supervisors in conduction malaria case investigations

Essential Skills / Qualifications:
• Position with broad industrial health skills with working knowledge of project management and operations
• Management experience
• Broad-based experience, with prior experience in one or more health-related disciplines
• Nursing or Industrial Health experience in a developing country with vector borne tropical diseases
• Extensive knowledge of malarial health science
• Industrial Hygiene or Nursing qualifications preferred. Licensed health care professional
• Competent knowledge of Health strategies, processes and systems
• Excellent interpersonal and communication skills
