The Role:
Principal Accountabilities

1) Supervises, directs and controls assigned Corporation and Contracted personnel engaged in the activities of Marine Operations in Marine Department. Exercises financial authority at the level established by the Management for the position.
2) Develop effective Marine, Helicopter, Safety and Environmental procedures and policies to ensure the Marine Staff and offshore vessels operate safely within a high risk environment. Implements QA and HSE policies and Departmental Procedures conducting audits to ensure compliance.
3) Overall responsibility for providing staff, equipment, and coordinating berthing, loading and unberthing of tankers at Halul SBMs. Overall Responsibility for Tanker Vetting procedures and Terminal regulations for Halul Terminal.
4) Maintains and schedules operation of a fleet of contracted marine craft capable of providing support for such activities as supply vessels fleet, tankers mooring support, WHM and WL support, rig moves, drilling, Safety Stand-by boats, etc. in an efficient and cost effective manner with minimal delays.
5) Ensures all chartered vessels comply fully with their contractual obligations and resolve daily any problems referred to him by his subordinates with Masters, Owners or Managers of chartered vessels implementing contractual penalties in liaison with Contracts Department as per Standard charter Party if and when required. Prepares SOW and approves specification and design criteria to ensure that safe, economical and useful craft are contracted. Monitors progress of vessel dry-docking/upgrades and submits written reports and recommends remedial actions if any.
6) Attends monthly Contractors meetings with primary concern on the Maintenance, Contractual and Safety aspects of contract vessels, Helicopters and personnel, ensuring contractors are not in breach of contract, conveying feed back to operations ensuring remedial action is achieved. Conducts or assigns Staff to carry out Investigations of all Marine and Helicopter related incidents ensuring that the correct corrective measures are implemented to prevent reoccurrence. Maintains HSE records of all Contractors performance.
7) Liaises with Government employees in providing timely and accurate weather forecasting for the Corporation and all Joint Ventures and participates in enhancement of such service.
8) Maintains an accurate and useful information system to properly inform Management regarding achieved performances for tankers, vessels/barges and rigs and equipment operated in offshore fields with necessary statistics and data base. Co-ordinates production of operational statistics for Monthly, Quarterly and Annual reports, and also for cost analysis and recording.
9) Implement the helicopter service contract in coordination with the Contractor, ensuring that the Contractor carries out the helicopter services in accordance with contract terms and conditions, and manages the conduct of helicopter operations and aviation safety.
10) Planning and provision of necessary training and enhancement programmes for the staff as required. Supervises the training and career development of Qatari Nationals in line with the Departments and QP's Qatarization Program.

Essential Skills / Qualifications:
Qualifications Knowledge I Skills I Experience

• 20 years experience in the Marine industry including 10 years in Offshore Marine activities in the Oil & Gas sector including oil Terminal and Tanker operations.
• A sound knowledge of International Marine Regulations including, Classification Society, Flag state requirements, ISPS, Harbour operations, Rig moving, Pilotage and Diving operations. Membership of a professional related organization is encouraged as the position requires keeping updated in Industry changes.
• Master Mariner - unlimited or Foreign Going Certificate of Competency Class 1 with "Tanker" endorsement issued by or equivalent to United Kingdom Department of Transport together with HND or equivalent in Nautical Sciences or Bus. Management. Relevant Pollution, Safety and Safety management courses are recommended.
• Have worked with IS09001., ISO 14001, OHSAS 18001 and other Management Systems (ISM).
