The Role:
Our client is seeking an experienced Marine Contract Engineer to perform Contract strategy development, implementation, award and administration activities for Marine Category project contracts carried out to a high standard in accordance with established procedures as further described below. Ensure that all contractual processes and decisions are in accordance with Client requirements, are transparent and supported by appropriate documentation. When required, provide project management with appropriate contractual advice.
• All contracting activities, in conjunction with Project team, relating to marine construction and installation, including strategy, prequalification, tender list development, issue of invitations to tender, receipt and analysis of tenders, contractor negotiations, recommendations, contract preparation and award.
• Post-award contract administration of contracts for marine construction and installation services including: contributing to the Supplier Performance Management process; contractual correspondence; agreement, drafting and processing of claims, amendments and variations; approval of invoices; securing internal approvals; maintaining and archiving of contract files/documents; co-ordination and agreement of final accounts and contract close-outs.
• Liaison with, and guidance to, project personnel on matters relating to contract planning, contract strategy and contract management related to subsea installation services.
• Contribute to a process of continuous improvement in the contracting process.
• Perform all activities to the highest professional and ethical standards and in accordance with Client/Project procedures and ensure all decisions/commitments are recorded in an auditable manner.
• Ensure HSSE requirements are fully addressed in all activities and promote Client HSSE commitment by example.
• Identify risks to delivery (threats and opportunities) and develop appropriate measures to mitigate/manage. Participate in appropriate Risk Workshops.
• Provide support as required to other teams within the Contracts Function.
• Support PSCM Line Manager to ensure that all required contract reporting systems are established and maintained in accordance with project requirements, and that accurate reports are provided to project management.
• Liaise with and support Contract Supplier Performance Leaders, Technical Specialists and Delivery Team Leads regarding all contract matters.
• Liaise with Project Services personnel and to ensure coordinated approach and consistency between cost reporting and contractual requirements.
• Liaise, as required, with project PSCM Personnel based in Baku.
• Maintain functional reporting link to project Contracts Execution Manager.
• Maintain contacts and liaise as required with Client Legal, Tax, Insurance Departments.
• Monitor contractors reporting and investigate any anomalies.
• Identify unresolved contractual problems to the PSCM Line Manager and support liaison with Contract Supplier Performance Leaders, Technical Specialists and Delivery Team Leads.
• Input of contractual commitments into Maximo system and approvals at appropriate level.
• Administration of ProCon system for designated contracts.
• Review and resolve, including necessary internal consultations, any VORs or claims – issue VOs or Amendments, as necessary.
• Prepare contractual and commercial correspondence, and ensure maintenance of correspondence files.
• Advise regarding interpretation and implementation of the terms and conditions of the project contracts.
• Maintain auditable contract records.
• Provide input into project budgets and cost forecasting, as required.
• Provide contractual input to project risk reviews.

Essential Skills / Qualifications:
Key requirement: Experienced Contracts professional with a proven track record in development and implementation of contracting strategies, from market appraisal, prequalification and identification of contractors, to the composition and issue of requests for proposal, through to objective bid evaluation or negotiation of sole source terms, preparation and award of the final contract, coupled with post award contract administration, reporting and supplier performance management. Required experience in major E&P Offshore Construction and Installation (SURF) contracts including Heavy Lift (Jacket and Topside Installation), Pipelay Installation and Diving Support, Vessel charters, Offshore Survey, Pipe Coating and Fabrication and Installation of Subsea Production Systems.
• Location: Staines UK, with future opportunities to support marine contracts in execution, Baku, Azerbaijan.
Experience/Education
• Minimum 10 years proven experience in oil and gas project
