The Role:
PRINCIPAL ACCOUNTABILITIES

Berthing/Loading Master Service
To provide safe, effective and efficient SBM operations but not limited to the following: -
i. To plan and execute safe and efficient tanker operations at the SBMs at any hours, day and night
ii. To safely maneuver, berth & unberth tankers at COMPANY’s SBM
iii. To vet the safety status and suitability of nominated tankers prior to commencement of tanker operations at Single Buoy Mooring
iv. To safeguard terminal interests and acts as terminal representative on the tanker
v. Oversee mooring and unmooring of tanker to SBM are done safely
vi. To inspect and report SBM mooring equipments prior berthing of tankers and duly report to Terminal
vii. Safe supervision of pre and post cargo operations and connection/disconnection of cargo hoses at SBM
viii. Prepare and endorse cargo documentation before and after cargo operations
ix. Conduct security surveillance and ensuring ISPS compliance as per Gazetted Security Level
x. Act as On Scene Commander in an emergency or oil spill
xi. Ensure COMPANY’s HSSE policies and procedure are complied

Operational meeting/discussion
Provide input for performance improvement during periodic operational meetings relatied to SBM and offshore operations.

SBM work supervision
Provide supervision for regular or emergency SBM related work such as
• Cargo hose end butterfly valve change-out
• Tanker back flushing
• Floating hose pressure test

Vessel Inspection Work Procedure
To provide quality vessel inspection with report but not limited to the followings:-
i. To plan and conduct quality & effective vessel inspection/ OVID onboard the assigned vessel at any time / date scheduled.
ii. To safeguard Shell interest and acts as Shell representative while conducting the vessel inspection.
iii. To assess the suitability of the vessel for the planned task.
iv. To conduct test on the operation condition of the equipments onboard and the competency / knowledge / safety behavior of vessel’s crew in carrying the task.
v. To observe the safety / best practices while onboard the vessel.
vi. To brief vessel representative of the observation after the vessel inspection.
vii. Prepare and submit vessel inspection, observation report to Maritime within 24 hours after
the vessel inspection.
viii. Ensure Company’s HSSE policies and procedures are complied.

EXPERIENCE/QUALIFICATIONS

Vessel Inspector Qualification
• At least 5 years vessel inspection for Offshore Support Vessel (OSV)
• Holder of a valid Master (>3000 GT Unlimited) Certificate of Competency
• Accredited OVID Inspector, supported by references to the total number of OVID inspection in the last 5 years
• Sound knowledge of practical seamanship
• Mature approach and ability to deal with people of similar background within and outside his own organisation
• Below 60 years of age
