A major operator for an Offshore project.

The Role:
Mission
The service provider shall :
- Manage the preparation of the operations prior to mobilization
- Manage the site construction supervision team and control the activities of the Pipeline EPSCI & Platform T&I EPSCC contractor (the contractor) and his subcontractors related to the trenching & pipeline laying operations, to the pipeline pre-commissioning, and related to the Platform transportation & installation and hook-up.
- Be the RSES-Delegate on Site

Responsibilities

HSE
- To achieve and to make achieve to the personnel, contractors / subcontractors the HSE rules of the Project and of the Company.
- To achieve the goals and annual aims of the Project and to take part to their definition.
- To realize HSE audits and visits to contruction sites.
- To motivate, to qualify and to stimulate the personnel into a permanent way, with an exemplary attitude and a strong presence to achieve the fulfillment of the HSE aims of the Project.
- To assure during all the phases of the project, the implementation of HSE's procedure fixed by the Projet. To assure during the stage of construction of the works, the application of best work practices.
- As necessary, to propose corrective actions and / or sanctions adapted in case of breaches or failures.


Control of Contractor Activity on Installation Site
- To manage the offshore and nearshore construction supervision team, in order to achieve a proper control of all the contractor’s activities, including:
- To ensure that project naval spread requirements, contractor naval operations procedures, and HSE requirements related to the marine spread (pipelay & derrick barge, AHTs, transportation barges, tugs) operations are complied with.
- To assess the seriousness and urgency of any problems encountered by or with the contractor, and, when necessary, to obtain an acceptable remedial actions plan from the contractor.
- To assess the relevancy of construction-related VORs issued by the contractor, and prepare supporting data for the internal VOR review meetings.
- To prepare and participate in weekly, monthly and ad-hoc meetings with the contractor.

Interface Management and Coordination within Project Supervisory Team
- To coordinate as required within project supervisory team to manage the interfaces with wellhead platform EPSCC contractor, drilling contractor, and onshore winch operator.

Coordination within Project Supervisory Team and Reporting
- To coordinate with the other site team members as required.
- To report on all construction activities to the Pipeline EPSCI & Platform T&I Package Manager.
- To coordinate with the other site team members as required.

On site during operations –January to July 2015: Rotation 28 x 28 days

Essential Skills / Qualifications:
Experienced superintendent with a good level of technical understanding of all disciplines, with at least 15 years’ experience of large international offshore oil and gas projects, including in remote areas and in harsh areas similar to Project Site.
Extensive knowledge of naval, pipe-laying and platform installation operations. Knowledge of trenching operation appreciated.
Well-developed management skills.
Good understanding of the contractual relationships between project, the contractor and his subcontractors.
