The Role:
• Manage the day-to-day operations of LNG Marine activities and port facilities to ensure the safe berthing, loading and un-berthing of all LNG Tankers calling at the port facilities
• To provide technical advice and expertise on LNG and associated projects.
• To manage all marine operational activities safely and deliver set operational targets and objectives in time and within budget.

• Reviewing the project deliverables i.e.: The basic engineering, FEED,Pre-PHA,Safety cases ,detailed engineering review as per the LNG technology and operations best practices.
• Provide operational input and oversight for all phases on LNG project.
• Represent the production for the FAT & SAT.
• Responsible for the development of all aspects of the Commissioning and Completions systems from installation through to the handover of the mechanical completion activities including
• Provide a smooth transition from the marine commissioning phase to operational phase.
• Responsible for providing the necessary philosophies, procedures and controls to support the construction, quality assurance, quality control and certification aspects of design, procurement, construction and commissioning of marine facilities.

• Represent LNG In all related marine activities in front of external authorities.
• Manage and interface with the LNG tankers throughout their stay at the port including loading procedures and implement company's port regulations.
• Manage the activities of all tugs, mooring launches and pilot boat so to ensure compliance with the Towage,Pilotage, Mooring and Marine Maintenance (TPM) Agreement.
• Manage the activities of maintenance dredging so to ensure compliance with the Maintenance Dredging Services (MDS) Agreement.
• Representative for navigational issues with the aim to ensure safe, efficient and reliable operation.
• Ensure compliance with company procedures and any applicable government laws and guidance to achieve a safe efficient terminal and marine operation
• Ensure HSE codes and standards are complied with and verify risk is as low as reasonably practicable and ensure the equipment will be operated in a safe and environmentally acceptable manner.
• Provide Marine operational expertise for current and future expansion projects
• Monitor the performance of vessels (and crew) loading at LNG operated Port Facilities so as to safeguard facility and ensure that vessels maintain compliance with:
a. National Legislation (with particular regard to environmental legislation)
b. Port & Terminal Regulations
c. Recommended best operating practices as outlined in ISGOT
d. Recommended best operating practises as outlined by SIGTTO
e. Compliance with recommendations outlined in OCIMF publications.

• Supervise interface with the LNG Tanker's Master or Responsible Officer, including mutual safety and security check lists.
• Develop and improve continuously all marine aspects of operations manuals pertaining to vessel operations within LNG: “Terminal Regulations, Cargo Handling Manual, Emergency Response manual, Cargo related matters with sales administration and product sales, Charter party and sales purchase agreements”.
• Respond to any operational emergencies to minimise damage to LNG interests and assists restoration of operations as quickly as possible.
• Close liaison with the LNG Tanker throughout the loading operations/ other departments within LNG Plant/Port Operations Contractors/Ship's Agent/Owner/Charter/Operators/Coordinate the activities of all tugs .
• To develop and ensure that agreed training programs are implemented and monitored to achieve technology transfer to National work force to provide for a reasonable and efficient nationalization schedule

Key Activities:

• Reliable and efficient management of the port operations.
• Implementation of the terminal regulations and conditions of use for the LNG marine operation, including all HSE procedures in the port operation.
• Marine expense budget and Business Improvement Plan.
• Port Operations Manuals & Procedures.
• Maintenance activity for the port facilities, including ail dredging required to maintain the approach channel, turning basin and turning basin.
• A Master Contract for towage, piloting and mooring services.

Essential Skills / Qualifications:
• Bachelor degree in Engineering or Science from an accredited university.
• Class 1 (Deck Officer) Certificate of Competency with current Liquefied Gas Dangerous Cargo Endorsement Issued by the UK Department of Transport, Environment & Regions or other internationally acceptable equivalent.
• Total years of experience are 15:20 years in at least 10 years in LNG facilities as marine deck officer, 5 of which are onboard gas tankers.
• Minimum 2 years serving as senior officer with experience of cargo handling operations onboard LPG or LNG Tankers.
• National Legislation (with particular regard to environmental legislation) Port & Terminal Regulations
• Compliance with recommendations outlined in OCIMF publications
