The Role:
Our client in Houston are currently seeking a Marine Supervisor to join the Operations Group on their Chissonga development team.

Purpose

Project phase:
•Participate as Operations representative in design, construction, commissioning of FPSO and TLP. During this phase, the Barge Master will be seated in Houston initially, but as the project moves forward will be located at the project site.

Operational phase:
•As Marine Supervisor be responsible for the day-to-day support to the offshore organisation in order to ensure safe and efficient Marine operation based on best operational practice and standards. During this phase, the Barge Master will be relocated to Angola.

Key Responsibilities and Tasks

Development and Construction phase:
•Participate as Operations representative in the detailed design phase, including design review, adding constructive and relevant operational experience to the project.
•Actively promote and instigate Company’s Incident Free philosophy trough out the project phase.
•Participate in preparation of ITT documents for O&M contract.
•Prepare Terminal offloading procedures and information booklet
•Prepare operational procedures for marine systems on TLP
•Prepare Emergency response plan and procedures for TLP
•Ensure that personnel safety and marine safety is sufficiently included in the design and fulfilling the ALARP principles.
•Ensure that Marine systems and Hull design includes for an environmental sound and energy efficient operation fulfilling the requirements for low discharge and emissions.
•Participate in relevant reviews such as HAZOP, HAZID, ALARP and QRA updates.
•Participate in supervision of construction, testing and commissioning work at the construction site as part of the site team.
•Participate in FAT (Factory Acceptance Test) at vendors facilities as required, ensure that complete documentation and reporting of testing activities and parameters are available incl punch items.
•Review and commenting of the commissioning and test procedures, including interfaces.
•Participate in final commissioning and sea trial of the FPSO, TLP and interfaces before handover
•Review Contractors Start up program and ensure coordination with start up program for TLP facilities.
•Participate in Start up reviews.
•Ensure that proper punch list is being developed including required documentation, participate in punch meetings as required.
•Review Contractors Operational and Safety procedures before start up and ensure that these do not conflict with the company

Standards and where applicable bridges into company procedures.
•Review competence and training of companies marine personnel.
•Develop training program for Company personnel in respect of marine related issues for the TLP
•Review Contractors Maintenance and Integrity Program and ensure that they fulfill their purpose for sea worthiness and a high integrity standard in line with company standards.

Operational phase, based in Angola;

Safety:
•Ensure that procedures relevant for Marine operations are adhered to; this includes Management of Change procedures.
•Ensure that Marine and Terminal procedures are kept up to date in accordance with experience gained and changes in regulating documents from relevant authorities
•Maintain focus on process and marine safety issues
•Undertake safety and technical inspections of chartered marine vessels before and during charter period.
•Ensure that any concerns regarding safe working environment are addressed and adhere to the ALARP principle
•Follow up on accidents and near-miss incidents according to procedures
•Maintain Companies Marine Control Procedures
•Maintain Companies Oil Spill and Combat procedures
•In general, work toward an Incident Free environment in the Angola Business Unit.

Environment:
Assist offshore organisation in keeping the environmental impact at an optimum level by:
•Daily follow up on use of best operational practice with respect to, oil discharge to sea and fuel efficiency
•Plan and coordinate activities with respect to minimum environmental impact
•Bring forward ideas to improve the capabilities of the plant and to reduce emissions

Marine Operation:
•Support and advise Company Representative on FPSO on all marine related issues
•Frequently visit FPSO to review marine operation and related facilities
•Frequently meet with Contractors onshore Marine responsible to discus general operation and folllow up on any outstanding issues
•Assist and advise Companies personnel on board TLP on all marine related issues
•Visit TLP to review operation and inspect marine systems
•Ensure that inspection program for hull and marine systems are in place and executed
•Ensure that TLP is maintained to Class & Company standard
•Prepare input to Offshore Activity Plan for activities which has impact on production and/or export
•Reduce deferred production for planned shutdown activities by identifying alternative operation modes and arrange for implementation of temporary equipment needed
•Assist in identifying improvement projects
•Maintained updated on relevant local regulation and international regulations such as IMO, MARPOL, SOLAS, ISPS and ISSCOT
•Follow up on unplanned shutdowns and identify root causes; initiate and follow up on corrective actions to reduce risk of future down time
•Verify daily, weekly and quarterly reports
•Prepare input to work program and budget

Essential Skills / Qualifications:
Required Knowledge, Skills & Experience
•Licensed, Qualified Captain, Chief Mate with min. 5 – 8 years of experience in operating/maintaining Crude Oil Tankers.
•Preferably with experience as Barge Master on FPSO or Semisubmersibles.
