The Role:
Marine Technical Advisor will report directly to the Marine Verification Team Leader (or his appointed delegate during absence) and will normally be based at either the Office building or the Logistics Base situated within, Luanda.
Occasional travel may be required to other work locations and may extend to sites outside of Luanda, including offshore and outside of Angola (ie. Soyo, Lobito, operated assets, contracted vessels etc).
Role will fully support daily marine activities, providing technical advice and support in all marine operational matters.
Role will provide experience and expertise to support marine self verification (inspection) activities encompassing all marine vessels and Assets operated or chartered in Angola, thereby ensuring safe and compliant operations.
•Ensure compliance with all HSE expectations and actively participate in all safety programs. ( i.e BOSS, JSA’s, SOC’s, HIRA’s, safety inspections etc)
•Work closely with the Marine Verification Team Leader to develop marine procedures, systems and processes to drive safe and compliant marine operations
•Provide mentor support and coaching to other Marine & Terminal Team members in all technical matters associated with marine operations and personnel development
•Execute vessel verification process of compliance with Exploration Operating Management System (OMS) in general and specifically 5.6 Marine and the associated Upstream Defined and Recommended Practices as applicable to marine operations
•Support the development and implementation of systems to deliver safe and compliant marine operations at sites across Angola’s spheres of operation.
•Support the identification and management of risk associated with marine operations, always striving to embrace continuous improvement in an effort to minimise operational risk
•Ensure both Assets and vessels comply with local, National and International maritime legislation inclusive of Classification Society and Flag State requirements.
•Responsible for facilitating both internal and external audits, agreeing ToR’s, agreeing any resulting actions and applicable closure dates.
•Establish and maintain effective relationships with others ensuring effective collaboration with the various Technical Authorities (Marine, Engineering, Floating Structure, Floating Systems etc) Health & Safety Team and Environmental Teams based within the Angola Region.
•Assist in the preparation of policy and procedural documents as directed and agreed
a.operational procedures
b.marine manuals
c.self verification and assurance documents
•Support assurance activities as determined by the Angola Marine Verification Team Leader and endorsed by the Regional Marine Authority, including
a.audits of vessels
b.suitability surveys
c.other audits / inspections as deemed necessary
•Provide assistance and support to marine projects, Tender evaluations as requested
•Perform other tasks as may be identified or necessitated by the needs of Angola with respect to Marine and marine operations.

Essential Skills / Qualifications:
•Class 1 Marine Engineers Certificate of Competency (Motor)
•Minimum many number of years in a senior technical role onboard vessels, preferably offshore vessel(s)
•Experience in developing DP FMEA’s, conducting proving trials and provision of DP assurance
•Experience as Marine Warranty Surveyor
•Minimum certain number of years leading vessel inspections / audits / suitability studies
•Skilled in procedures writing, supporting risk assessments and hazard identification
