The Role:
Position Summary
The position is an enabler for Client's Supply & Optimization and Shipping Business group providing the necessary due diligence required for all deep sea maritime activities to ensure that the marine transportation and terminal delivery risk has been reduced to ALARP.

The position will be regionally based in Houston but will require regular domestic and international travel. Will work with internal and external contacts including: terminals, tug operators, LNG, LPG, lightering and STS support vessels, Oil and Refined products carriers (Owned, Chartered FOB and Ex Ship), Ship Owners and Technical Managers, Maritime departments, applicable industry organizations, owners / operators for terminals, tugs, bunker barges, lightering or STS support vessels and deep sea vessels.

Key Accountabilities
-• Monitor and assess by auditing and/or inspection (or other equivalent methods) the condition and operational quality and safety of Company Owned and Time Chartered deep sea vessels employed in the transportation of hydrocarbons (LNG, LPG, Oil, Refined products) for any Company asset or business activity worldwide.
•- Implement a risk based vetting strategy to provide global vetting services for ships/ports/terminals to meet industry, regulatory and Company standards.
•- Monitor and assess by auditing deep sea vessel Technical Managers, Marine Terminal operators, and towing service providers, in line with the established annual audit plan to continuously improve the operational and safety aspects of these key vendors utilizing industry best practices.
•- Effectively implement all industry and regulatory standards as well as the Marine Deep Sea Vessel Assurance Standard and provide on-going input to Company's Maritime Function and Company's Maritime HSSE team into ensuring that Company's standards are fit for purpose and meet/complement industry standards.
•- Maintaining the Ship Vetting database up to date to enable early decisions on the acceptability of carriers proposed for business.
•- Participate in Emergency Drills and Exercises with Ship Managers, Owners and Terminals to ensure that an effective response can be available for any Marine related incident and assist with updating Emergency Response Plans from lessons learnt.
•- Assure that all vetting activities are conducted in compliance with Company'’s Value Added Framework, Maritime Standards, including the HSSE management and Quality Management Systems, and international standards, guidelines and best practice in shipping.
•- Provide regular updates to Senior Marine Vetting superintendent on the status of vetting activities.
•- Promote a positive safety culture by active participation in development, implementation and enforcement of policies and procedures to ensure high performance standards.
•- Knowledge of port clearance and ship / shore compatibility process.

Essential Skills / Qualifications:
Experience Needed:
•- STCW 95 Class One (Unlimited Master Mariner or Chief Engineer Certificate of Competency), as minimum, with significant experience of LNG carrier or oil tanker operations, or equivalent.
•- Marine experience. Should have sailed at sea, preferably at Chief Officer or Second Engineer level on either Oil or Gas vessels.
•- Experience of working in a marine terminal will be of an advantage.
•- Experience of OCIMF SIRE process and preferably SIRE certified within last 5 years.
•- Extensive Audit experience.
•- Must have a high level of commitment in order to meet the demanding workload and long work hours.
•- Must have good communication skills, and must demonstrate effective organizational skills in order to work with global and regional teams.
