The Role:
Reports to: Senior Materials & Contracts Engineer
Department:Turnaround Planning
Purpose of the Job:
Follows up on materials after purchase requisitions and reservations have been made and ensures that materials are available at site before the Turnaround commencement date.

Key Accountabilities:

Materials Coordination for Turnaround:
• Liaises with the Procurement and Materials Engineering Departments to ensure all materials are available at site before the Turnaround commencement date.
• Coordinates with the Warehouse and monitors deliveries of Turnaround materials.
• Prepares materials report for Turnaround and maintains the materials database.
• Prepares material follow up reports highlighting areas of concern.
• Assists Material Engineer in preparation of Material Purchase Requisitions.
• Monitors reservations and PRs to ensure receipt by Purchasing Department.
• Monitors Turnaround materials from PR stage to material delivery on site.
• Ensures the issuance of material to the Contractor during Turnaround.
• Assists the Material Engineer with material reconciliation after each Turnaround.
• Prepares Material Status Report which includes all Turnaround procurement.
• Maintains Library for all Turnaround material details for future reference.
• Refinery materials are available for Turnaround and meet company and international standards.

Health Safety Environment and Fire Procedures:
• Knows the Company’s Health, Safety Environment and Fire Policy, Procedures, Regulations and Objectives and implements them at all times.
• All department staff conform to HSEF regulations and are well trained in safety practices and emergency procedures to eliminate incidents and accidents.
New Technology:
• Keeps abreast of advances in relevant technology through discussions with consultants and suppliers, technical publications and self-development.
• Materials Engineering competence is maintained through up to date knowledge of materials technology and processes.
Miscellaneous:
• Performs other similar or related activities as assigned.
• Job accountabilities are completed in a professional manner as per job objectives.


Independence of Operation:
Latitude:Carries out work in accordance with defined policies, established procedures and professional standards.
Control:Completed work assignments or projects are subject to review by the Senior Materials and Contracts Engineer.

Work Contacts:
Internal:Frequent contact with the Materials Engineer, Senior Materials and Contracts Engineer, engineers, and contractors in order to discuss materials issues.
Frequent visits to the Procurement Department to follow up on materials progress.
External:Occasional contact with vendors and contractors regarding Turnaround materials.

Physical Demands of Working Environment:
80% of work time is spent in the office and 20% of work time is spent in the plant.
Duties are performed mostly in an air conditioned atmosphere. Exposed to prevailing weather and site conditions for 20% of the work time.

Essential Skills / Qualifications:
Job Minimum Requirements
Education:Bachelor’s degree in Mechanical Engineering, Metallurgy or Materials Science.
Work Experience:5 years’ experience in materials coordination preferably within the oil and gas industry.
Skills:Knowledge of the computerized maintenance management system MAXIMO
Excellent communication and interpersonal skills
Good command of oral and written English. Arabic language is preferable.
