The Role:
Major Oil & Gas operator are seeking a Mechanical Engineering Advisor for a long term rotational contract within Kazakhstan

Rotation: 6/2
Hours worked: 10 hours per day – 5 days per week
Accommodation: provided
Day Rate: from 600- to 700 per day + Per diem
Local transport – Provided
Rotational flights provided

21% Kazakhstani taxation – 11% paid by Operator – 10% paid by contractor.

The Company executes multiple, concurrent, small capital projects , including retrofit of existing oil and gas production plants and support facilities as well as construction of new green-field process units. These projects may include elements of rotating equipment, pressure vessels, and process pipe and field pipelines. The Mechanical Discipline Engineering Representative focus is on quality engineering deliverables and project execution through outsourced engineering contractors. The Discipline Engineer Representative works independently with lead engineers at local engineering companies in Kazakhstan, providing in-process design reviews, monitoring of QC functions, timely response to engineering queries, and provides technical reporting to project and discipline leader

The main responsibilities include:

Counsels engineering staffs of affiliated companies and serves as a discipline expert.
Review of out-sourced engineering company drawings and specifications to ensure conformity to company Standards and Specifications and contract terms. Quality checks on all design documents within the discipline.
Support understanding by engineering company team members of design requirements and project goals based on issued scope documents.
Responsible for leading the development and deployment of engineering work processes, guidelines, policies and standards that will ensure the quality of the work product, and efficiency of design.
Ensure that materials procurement for fabrication and construction complies with company Specifications and requirements.
Review and approve purchase orders for structural and civil materials and fabrications.
Manage to ensure design changes to engineering deliverables are understood and are completed satisfactorily by contractors.
Provide input to Project Engineers during early project development phases.
Provide input to and participate in project planning, scheduling and estimates.
Provide leadership to engineers within the Mechanical discipline.
The Engineering Representative will develop the national workforce through effective on/off the job training, contribute to the job assessment process, mentoring, and implementation of formal career development plans.
Participate in technical evaluation of bids received and the selection of suitable contractor for executing projects, relates design requirements to alternative specifications and standards considering project cost, operations efficiency, maintenance costs and energy conservation.

Recognized as a technical expert within discipline and for cross-functional business by peers.
Knowledge of applicable International industry standards is critical and additionally experience of GOST, SNIP standards and Republic of Kazakhstan regulatory requirements would be required.
Utilizes cross-functional. knowledge from several fields including other disciplines (i.e., operations, Health Environment and Safety (HES), business development, etc.), and utilizes this knowledge in solving more complex business issues.
In carrying out these tasks, the Engineering Representative must show experience, leadership and maturity in managing design functions with design / drawing office and other discipline engineering specialists and a familiarity with engineering design office work processes. In addition, must able to lead development of new improved work processes.
The Engineering Representative must be able to demonstrate strong communication and inter-personal skills, as they will be required to effectively implement QA/QC programs, training programs, and work schedules. In addition he will monitor performance, define key job responsibilities, and provide a conduit for communication and resolution of technical project integrity.
