The Role:
Critical Skills and Capabilities
• High awareness and ability to promote safe working practices associated with pre-commissioning, commissioning and startup of Offshore Oil and Gas Facilities.
• Degree in mechanical engineering and proven knowledge to chair technical meetings, vendor coordination and carryout factory inspection during equipment fabrication phase.
• Knowledge of OPERCOM and ICAPS Commissioning Management System.
• Ability to work with different disciplines and cultures.
• Fluency in English.
• Good communication skills.
• Good written skills.

Primary Deliverable • The Mechanical (Rotating) Commissioning Superintendent will be initially based in Europe where he will be chairing technical meetings with equipment suppliers, expediting delivery of equipment and attend to factory inspection and tests.
• Following the equipment delivery, he will be transferred to Korea, where he will be performing his commissioning duties, in preparation and execution.
• He shall manage his team for the supervision of the Commissioning engineering, supervision of the Atshore Commissioning activities and execution of the Offshore Commissioning activities with regards to his discipline.
• He shall focus on achieving as far as practical the maximum Atshore Commissioning to minimize the scope of work offshore.
• Ensure that the plant is commissioned in a professional manner and as per Project specification (OPERCOM), in line with the Project schedule and priorities.
Key Technical Deliverables During Engineering/Procurement phase
• Follow up and expedite the rotating equipment supply.
• Attend face to face weekly/monthly engineering meeting or ad-hoc meetings with Vendors.
• Attend inspections when engineering presence is required.
During Commissioning Engineering
• Review and comment the Commissioning engineering carried out by the EPCC Contractor and its Subcontractor.
• Validate the functional tests matrix and review the ICAPS databases.
• Review and comment the Operational Test Procedures.
• Provide input in the sequencing, optimization and scheduling of the Commissioning activities.
• Review and comment the Suppliers deliverables.
• Review and comment the FAT procedures and attend to the FAT and IFAT as required.
• Review the Commissioning and Startup spare parts list and ensure that adequate spares are being procured.
• Ensure that adequate testing equipment is being provided with valid certificate.
• Ensure that adequate consumables are being provided.
• Define the required resources (manpower, vendor assistance, commissioning spares, testing equipment, consumables, …) for the Tow and Offshore Commissioning execution.
During Atshore Commissioning
• Organise his team for the supervision and witnessing of selected Precommissioning activities and Atshore Commissioning activities carried out by the EPCC Commissioning team and its Subcontractor.
• Expedite release of RFC dossiers following the set priorities.
• Liaise with the Commissioning System Leaders and coordinate his team and its EPCC counterparts to complete the commissioning of subsystems following the Project schedule and priorities.
• Ensure that the facilities are commissioned by the EPCC Contractor professionally following the Project specification (OPERCOM).
• Ensure that the EPCC Commissioning team is sufficiently manned to meet the objectives.
• Ensure that ICAPS is updated and report progress against spent manhours.
• Identify and analyse deviations from the set schedule.
• Ensure that equipment are preserved and maintained as per plan and that records are kept in order.
• Ensure that the EPCC Contractor keeps updated the "Redline Markup" master drawings.
• Ensure that vendors are mobilized in due time.
During Offshore Commissioning
• Liaise with the Commissioning System Leaders and manage his team to complete the Offshore Commissioning of subsystems following the Project schedule and priorities for handover to the Operations team.
• Expedite for timely availability of the required resources (manpower, vendor assistance, commissioning spares, testing equipment, consumables, …) for the Tow and Offshore Commissioning execution.
• Ensure that ICAPS is updated and report progress against spent manhours.
• Ensure that equipment are preserved and maintained as per plan and that records are kept in order.
• Custodian for the “Redline Markup” master drawings for his discipline.
• Review the work permits raised by his team.
Technical
• As engineering representative in Europe whenever engineering presence is required for meetings and inspections.
• As technical authority, report technical problems encountered and provide technical support for the resolution of technical issues and cost efficient solutions for punchlist clearance.
• Prepare technical reports and presentations as required.
Risk Management
• Chair Job Safety Analysis for activities within his scope of work.
• Participate in HAZID/ENVID, HAZOP’s, Workshops, Design Reviews, Constructability Reviews, Project Reviews and the like.
• Assist in identifying project risks and implement agreed mitigation measures as required.

Safety Health and Environment • Promote HSE behaviour and ensure that HSE procedures are implemented by his team.
• Conduct all activities in a safe and efficient manner in accordance with the Australian regulations, Company’s policies and procedures.
• Ensure that his team and his EPCC counterparts follow the PTW procedure in place and adheres to the safety instructions listed in the PTW.
• Identify and ensure that his team has followed the necessary trainings to carry out safely and efficiently their scope of work
• Ensure that Commissioning activities minimize the impact on the environment in line with project requirements.
• Ensure welfare of personnel and maintain good team spirit within his discipline and good relations with the other entities of the Project.
Teamwork • Integrate Operations personnel within his team for smooth handover.
• Interface with Commissioning System Leaders to complete the Commissioning of subsystems following the Project schedule and priorities.
• Ensure interfaces/requirements between FPSO, CPF, Subsea, URF, Gas Export Pipeline, and Onshore facilities are incorporated in the Commissioning procedures.
• Coordinate third parties inspection.
• Assist the startup team.
