The Company:
Our Client is a Leading Global Operator in the Oil and Gas Industry.

The Role:
< Primary Deliverable >
The Piping Engineer - Will initially assist the Procurement Lead through topside procurement phase and later the Construction Manager at site. Discipline support will be on a day-to-day basis during the Engineering / Procurement and Construction phases of the project. This will be based at the EPC Contractor’s worksites including sub-contractors and vendor’s premises.

1. Procurement activity:
Ensure EPC Contractor procured items such as pressure vessels, valves and bulk piping components are performed and delivered as per schedule and compliant with Contract documents, specifications and any Australian regulation requirements.
• Follow up of Contractor procurement activities in line with schedule.
• Assists with review of RFQ’s, TBA, and vendor documents.
• Ensure Contractor implements ITP requirements and participates in inspections as required.
• Follows up and expedites vendor data and documentation for final dossiers.

2. Construction activities
Monitors all the activities, including receipt, preservation, installation and pre-commissioning, carried out by the EPC Contractor or his vendors for his discipline. Reports progress status or problems / issues and offers technical solutions timely.
Ensures the timely completion of piping work scope, safely, in compliance with Company documents, specifications and Australian regulations where applicable.

Leads by example on HSE matters while on site and will actively intervene as required to prevent an unsafe act. Ensures his team members are aligned with similar goals and Company expectations.
He ensures that the safety and quality policies of Project are adhered to by the discipline construction team. He will report all inappropriate and non-compliant conditions which occur during the construction execution.

< Key Technical Deliverables >

1. Procurement activity
Engineering and QA

For works related to his assigned scope, he coordinates, participates and assists the Engineering group and other Company project groups with review of the:
• RFQ prepared by Contractor
• Technical Bid Analysis from the Contractor, including any vendor qualifications. He checks that all accepted qualifications are not conflicting with other areas of the project or with any applicable Australian regulations.
• Vendor documents related to his discipline and he will ensure that specifications and any Australian regulation requirements are understood and adhered to from the Engineering and Procurement phase.
• Subcontractors list ensuring that Contractors and Vendors do not use non approved vendors/suppliers or sub-vendors/sub-suppliers or subcontractors, except if formally approved by Company.
• ITP, specifications, drawings, vendor data, certificates, working instructions and ensures their correct implementation.
• Final documentation.
He checks that Vendor’s work and used documents, related to his discipline, are carried out in accordance with the latest revision of drawings, documents and specifications. He verifies that same documents are available on Vendor site.

Vendor fabrication activity review and Inspection

In coordination with area Managers / Engineers and in agreement with his Line Manager:
• He plans and prepares his own documents, monitoring schedule and program in agreement with his Manager, to effectively control and document status etc.
• He participates in the kick-off meetings held with vendors, to check that the latest applicable specifications and other Company or Australian regulation requirements are known and will be implemented. This includes knowledge of Commissioning database, forms, punch-list requirements and records.
• He prepares and maintains a plan and schedule for critical vendors inspections, and FAT. He coordinates his inspection plan with the procurement leader, area engineer and QA Manager / Vendor co-ordinator.
• He performs extensive vendor inpection ensuring compliance of the procured items to the project specification and contract documents.

Status reporting as per agreement with procurement Manager. Reports to be produced after every vendor visit.
He reviews the project schedule, vendor schedules, critical paths (for project and vendor) and planned resources.
He checks progress and manpower levels, highlighting any issues and shortfalls.
He participates in weekly procurement meeting.
Identify any area of concern related to procurement activities and works out mitigation plan with Contractor and informs manager, advising a way forward.

2.Construction activities:
Once Construction activity will start, the procurement role position will be transferred to Construction Superintendent role where he will manage a team of discipline inspectors.

- Manpower management -
• Review the manpower required and vendor requirements
• Recruit manpower and man up his team as required.
• Monitor and review his team’s performance on a regular basis. He will continually assess, develop and improve the efficiency of his team, building team spirit and encouraging teamwork within the group.
• Recommend modification to team organisation or personnel to Construction Manager as applicable.

- Procured items -
He organizes / participates in the receiving inspection at the Contractor’s construction site by discipline and monitors that any punch list is updated in the commissioning database. He ensures that the FAT or receiving inspection punch lists related to vendors, are cleared before pre-commissioning starts.
He monitors Contractor preservation work and have rectify in case of defincies.

- Construction follow up -
Plans, monitors and expedites the construction, integration and completion activities, including any temporary works and preservation, carried out by EPC Contractor or subcontractors related to his discipline, during the project execution phase.
He reviews the project schedule, vendor schedules, critical paths and planned resources. He checks and reports the weekly progress and manpower levels, highlighting any issues and shortfalls.
He assists his manager in his duties which cover all construction phases, including vendor supply, preservation, construction methods, yard pre-fabrications, construction, equipment installation and pre-commissioning, as they relate to his discipline.
He attends various site meetings, as required by his Manager or others.
He implements his manager’s instructions and will organize his team accordingly on a daily basis, or as required and in agreement with his Manager.
He organizes and leads daily / regular meetings, where he gives instructions, collects information and ensures that all Company’s requirements and expectations are understood and implemented by his team.
He continually visits site and liaises with the EPC Contractor’s Superintendents to keep his manager informed of all ongoing and forecasted activities related to the work and with respect to the project schedule.
He checks that the Company, the Vendors or EPC Contractor have the necessary certified and trained resources, including inspectors, to obtain the final certification dossiers in a timely manner.
He comments on procedures, ITP, specifications, drawings, vendor data, certificates, working instructions for all construction works related to his assigned scope and ensures their correct implementation.
He checks that EPC Contractors work, related to his discipline, is carried out in accordance with the latest revision of drawings, documents and specifications. He verifies that same documents are available on site and that his team is awareof all the applicable documents.
He plans and prepares his own documents, monitoring schedule and program in agreement with his Manager, to effectively control and document status etc.
He will ensure that EPC Contractor and vendors do not use non approved vendors/suppliers or sub-vendors/sub-suppliers or subcontractors, except if formally approved by Company.
He highlights or anticipates any concern /delay/technical problem to his Manager and proposes expediting actions and solutions, with follow up on their implementation. Assists to resolve TQ’s and approvals of NCR’s and monitors correct implementation and preventive actions are in place.
He co-operates and co-ordinates with the field Engineers, the QA Manager / QC group, all other Construction Superintendents and Commissioning superintendent for his own discipline.
He ensures the construction and test equipment adequacy for the related construction work and the validity of the site equipment certificates. He ensures that all equipment has been installed and preserved in accordance with drawings, installation procedures and vendor recommendations. He reviews that necessary spare parts and consumables are provided and correctly stored.

- Precommissioning -
Ensure that piping / valve components within any system or sub-system smoothly transitions to RFC status.
He assigns ICAPS check-sheets to his inspectors. He will monitor that the task sheets are properly and timely notified and completed with any relevant punch-list. He checks randomly the RFC dossiers and punch-list entry forms, including material identification.
He ensures the proper clearance of the punch list works related to his assigned scope of work or carry-over activities for his discipline. He reviews and signs the RFC certificate for his discipline and will ensure a smooth transition to commissioning activities
He organizes the on-going preparation and completion of as-built documentation.

- Reporting -
Perform a weekly report to Construction Manager
Perform reports as required by Construction Manager / FPSO Manager

- Miscellaneous -
He ensures that the sail-away is timely prepared with correct identification and location of material, proper preservation and sea-fastening.

Essential Skills / Qualifications:
< Key Experiences Requirements >
• 15 years of experience in mechanical construction installation, preservation and pre-commissioning of offshore facilities, Topside Platforms / FPSO, particularly in S Korea.
• Experience with vendors of mechanical equipment, review of vendor documents, receiving inspections and strong appreciation of preservation requirements.

< Qualifications & Clearance Accreditation Licenses >
• Piping Engineer ( PVV ) or Superintendent
• Accredited Mechanical / Piping Engineering Qualification.
