The Role:
Only candidates who already have the rights to work in Azerbaijan will be considered for this role

• Understanding of current safety legislation (BS / EN / OSHA).
• Keen awareness of management of behavioural based site safety programmes
• Whilst deep understanding of all disciplines is unlikely, a general understanding of all construction engineering disciplines, particularly in the onshore Oil and Gas related fields, is desirable.
• Understand how to read relevant engineering drawings , specifications, codes
• Ability to understand logic linked schedules (P3 / P6 or similar).
• Ability to communicate effectively with contractor’s/line managers/ and supervision in English language (oral and written).
• Knowledge and understanding of client's management operating systems would be desirable
• Good IT skills, (understanding of MS office, etc)
• Ability to operate on own initiative in a nighshift environmentB

• Promoting project HSE objectives.
• Participate in the Onshore and Offshore team Risk Management Process
• Participate in task risk assessment meetings.
• Lead area construction team in all aspects of the construction of the terminal project, including HSE, Quality, schedule and cost related issues, in the greenfield and pipelines areas of construction.
• Ensure the construction effort is being applied in accordance with Project schedule, budgets and all client's OMS requirements
• Monitor contractor performance and highlight any concerns to line manager.
• Review of Engineering AFC documents
• Input into the Construction team Lessons Learned Process
• Providing assistance / guidance to the construction contractor for resolution of issues, (engineering, schedule, quality)
• Review and approval of procedures as necessary.
• Expediting site query response from engineering team, where applicable
• Promoting quality build approach through guidance, oversight and where necessary intervention.
• Review and acceptance of contractor procedures for fabrication, assembly and erection of the Terminal facilities
• Attending / holding project meetings as required.
• Compilation of reports as required.
• Encourage development of Azerbaijan National personnel
• Provide advice, coaching and training Azerbaijan National personnel
• Assist PSCM in the process of procuring packages as required, throughout the supply chain, through to commissioning
• Mentor and assist in training of junior staff as required
• Provide guidance to greenfield construction team on achievement of objectives
• Participate in constructability reviews of all aspects of the greenfield and pipelines areas scope

Essential Skills / Qualifications:
• Minimum: HNC or (local) equivalent in engineering discipline.

• Track record of experience gained in similar oil and gas / petrochemical / power generation related international projects, ideally in a similar role leading to development of the following skill sets:
a) Leading teams of construction personnel in a professional manner through all of the main aspects of a project (planning, organisation, motivational, control systems)
b) Coordinate planning activities on a daily / weekly basis and linking into schedule
c) Organising resources into work groups suitable to oversee the timely completion of the construction activities.
d) Coordinating resolution of technical issues at site level and liaising with engineering
e) Employing motivational techniques to enhance performance from employees under your control
f) Control of budget, progress in P3/P6, and reporting same in a structured format

Desirable Skills / Qualifications:
Masters degree in business or engineering plus Registered incorporated engineer
