The Role:
• Develop and lead actions to ensure that all passenger vehicles involved in SD2 project are compliant with driving standards.
• Develop plans to assurance and monitoring of all transportation activities within SD2 to ensure compliance with Contractor Standards and company policies. Further to Contractor HSE Self Verification audit schedule, provide and manage vehicle inspections and transportation audits as part of Company self-verification programs
• Produce action plan to ensure Client, contractor and subcontractor drivers meet SD2 training and competence requirements.
• Lead 24/7 Emergency response for all transportation related issues if required.
• Leads the service delivery of transport safety and risk control for site project delivery
• Provides feedback to project leadership on their Road Safety performance, drawing on DRM/IVMS and Traction data and trends.
• Supports the Offshore Facilities HSSE Team Lead in the health, safety, environment and risk discipline capability development for road safety in Offshore Facilities.
• Develop plan to prepare and conducting regular Safety Observation and Conversation on sites, access roads and public roads
• Develop SD2 Transportation procedures which cover HSE, Interfaces, Operation and Reviews.
• Lead frequent audits to ensure that both Company PMT and contractor vehicle fleets are maintained with the full scale of safety equipment in accordance with Company policy
• Develop training and assurance plan of defensive driving training for Company PMT drivers.
• Develop and conduct Presentation at Weekly Driver Safety Meetings
• Develop a plan of SD2 vehicle requirements
• Produce Inclement Weather Road Safety Risk Assessments in consultation with Contractor, the Region and Sangachal and communicate restrictions or limitations on journey’s throughout SD2 PMT Identify the requirement for and deliver road risk assessments, pickup and drop off point risk assessments
• Develop and operate emergency response plans for vehicle incidents
• Monitor regulation of rest hours of drivers working additional hours eg. early starters, Sunday working and nightshift
• Monitoring potential for driver Fatigue
• Interfacing with the contractor and regional transportation department and liaise with the State Traffic Police authorities in regards to public roads
• Attend to drivers' safety meetings, held by Contractor/Subcontractor.
• Report all breeches of transportation department policy.
• Develop Monthly driving report and Performance Dashboard
• Develop mechanism for issuing Road Safety Lessons Learned across SD2
• Prepare and maintain all necessary documentation related to above in particular:
o Maintain a database of attendees to training courses
o Maintain a database of all Company PMT and contractors Driver Permits
o Produce and record individual driving assessment reports (good and bad)

Essential Skills / Qualifications:
• Skilled Driver
• Skilled Trainer in Defensive Driving
• Incident Investigation and Root cause analysis specialist training.
• Auditing qualification and experience
• Qualified in Health and Safety Management (NEBOSH or similar)
• 5 years proven experience in Road Safety and Transportation with projects experience.
• Proven experience in Oil and Gas preferably fabrication.
• Experience in Transport Emergency Management.
• Direct experience in Road Traffic Incident Investigation.
• Experience in multi-cultural environments
• Proven track record of safety leadership (culture and systems).
• Good understanding of transport regulatory requirements and how to incorporate into an overall safety management system
• Good understanding of audit and assurance requirements and how to incorporate into an overall safety management system
