Be a key member of the offshore facility management team and be responsible for activities highlighted below.

The position covered in this broadcast is for an Offshore HSE Superintendent who will be assigned to the Kashagan Phase I project (EP450), as part of the Agip/KCO Delivery organisation.

Phase I, also called the Experimental Program, consists of an Onshore Utility site, an Onshore Process facility, 1 Offshore Hub Block D with Process Facilities, several remote Islands with wells and without Process Facilities, Onshore/Offshore Pipelines and drilling activities.

To manage all maintenance activities associated with the production of oil and gas on the offshore facilities ensuring that safety, operability and quality are achieved according to budget in an efficient, safe, environmental compliant and cost effective way and in accordance with AKCO and future NCPOC procedures.

Ensuring HSE of the offshore development during the execute phase. Once the facilities are in Operation, support the sites and team on all aspects with regards to Health Safety and Environment.

This position will play a key role within the Start Up and Operations department of AgipKCO delivery team in preparing the offshore operations maintenance requirements in line with the AgipKCO SU&O department OR+A plan.

Roles and Responsibilities:
Manage the day to day offshore HSE Section which will execute HSE tasks at the offshore facilities and pipelines to processing all EP Phase 1 production. Approx 450 Kbbls/day.

Direct reports approx 10 staff that include supervisors, technicians, contract staff.
Hold a key role in the offshore site management team reporting directly to Offshore Site Installation Manager and functionally to the Onshore HSE Manager.

Position description – Accountabilities:
The primary accountabilities for the Offshore HSE Superintendent are:
Developing and promoting the appropriate HSE strategy and detailed procedures for offshore operations;
Establishing and maintaining a focused and effective HSE culture concerning offshore operations;
Actively monitoring all HSE systems, processes and procedures;
Ensuring that the company’s Risk Assessment process is in place and is being adhered to
Ensuring that appropriate facilities and procedures are in place to meet the Emergency Response requirements of the offshore operation;
Reporting of all HSE related activities and recording of necessary HSE statistics both at operational and managerial levels;
Keeping informed of new legislation and its likely impact upon operations;
Identifying improvements to the HSE system and processes;
Acting as the principal point of contact in dealing with external regulatory bodies;
Identifying and supporting the implementation of HSE related staff training;
Managing the Offshore HSE support team;
Maintaining the verification system and statistics, monitor HSEQ aspects of all processes and documentation;
Developing Emergency Response plans and performance standards, ensuring they are aligned with the Asset Safety Case;
Review and endorse the HSE content of competency profiles of all Asset functions;
Developing HSE competency assurance, conducting internal audits of the HSEQ Management Systems;
Conducting Accident/Incident investigations, applying and disseminating lessons learned.;
Ensuring maintenance of the Material Safety Data Base

In order to process work permits in Kazakhstan the authorities require high education (min Bachelor level or higher). Applicants without these qualifications would not be considered. Your letter of references/experience should explicitly indicate work experience in an area similar to this job profile.

Essential Skills / Qualifications:
Degree in an Engineering discipline;
Medical Certificate of Fitness;
Valid BOSIET Certificate (Basic Offshore Safety Induction& Emergency Training) or equivalent;
Minimum 10 year in Oil and Gas or Petrochemical Industry, in senior role, to have included:
1). SIMOPS activities procedures;
2) PTW procedures;
3) Experience in instituting and implementing accident and incident investigation;
4) Knowledge and experience in FF equipment and protection equipment;
5) Knowledge of EER procedures;
6) Knowledge of high H2S environment working conditions;
7) Knowledge of risk assessment procedures- HAZOP/HAZID;
8) Knowledge of HSE Data management;
9) Experience in EER procedures preparation;
10) Experience in preparing reports and using statistical software packages;
11) Certificate of Medical fitness.
Knowledge of international and local codes and standards related to HSE;
Fluent written and spoken English;
Computer literate;
Membership of recognized professional HSE institut

Desirable Skills / Qualifications:
Exposure to both onshore and offshore operations and/or project experience will be of an advantage. In addition, experience in working in remote field locations (e.g. desert, tropical, arctic environments) would be an advantage. Having previous experience working in a high concentration H2S environment is desirable.
