The Company:
Our client is an International Oil and Gas Exploration and Production Company with operations in 16 countries, they have achieved spectacular growth in the past ten years, growth which they expect to continue.

There Southern North Sea (North) facility comprises both on and offshore natural gas production and processing facilities. They include 18 offshore producing gas platforms off the east coast of Yorkshire.

The Role:
This position is responsible for the safe and efficient operation of the offshore assets. The primary role is to lead and manage the offshore operation with regard to HSE, licence to operate, production, people and costs on behalf of Perenco UK.

Key responsibilities include:
• Monitor and provide leadership for overall platform safety by preparing and conducting safety briefs, obvious presence at worksites.
• Ensure all issues relating to HSE, license to operate, are correctly identified, and dealt with in line with PUK Safety Management Systems.
• To meet the statutory and internal ER requirements to perform emergency response duties as defined in the ERP and company standards
• Manage and ensure integrity of Permit to Work and work control systems
• Manage costs by controlling spending and promoting a challenging cost culture in Leman and Inde Assets to ensure we get value from suppliers and contractors
• People – Competence and numbers – Maintain adequate offshore operations personnel for a safe and reliable operation. Determine new issues, work sickness cases, active recruitment of contract and staff, and regular performance reviews
• Monitor and review annual 90 day and 21 day plans and processes to ensure performance targets are delivered in a safe and effective manner. Encourage resolution activitity conflicts between teams by agreeing priorities and minimising clashes according to the business need and aspirations
• Ensure lessons are learnt from production upsets by encouraging the use of correct tools for analysis
• Understanding the environmental emissions, resource use and effects of the facilities operation. Also have knowledge of the environmental regulatory requirements applicable to the platforms
• Management of facilities and systems to ensure compliance with Environmental standards set
• Knowledge of necessary environmental permits and consents Review and reporting of performance against set environmental objectives and targets
Environment
• Set Environmental performance targets to ensure regulatory compliance and other standards as required
• Set local environmental objectives within overall improvement programme
• Assure competence with respect to environmental responsibilities
• Act as focal point for management assurance audits
• Contribute to investigations as part of the UER process
Safety Related Tasks
• Incident and accident investigation – Be able to thoroughly investigate the more serious incident and accidents to ensure lessons are learned and manage our reputation with the regulators
• Safety Leader (Maintain safety culture) – Provide safety leadership to the offshore teams by making the appropriate interventions to prevent unsafe situations or unacceptable risks being taken whilst ensuring work is carried out efficiently. Need to challenge traditional thinking where appropriate
• Management of change (PMP’s) - With a good understanding of the management of change process and based on operational experience, approve the PMP’s for the more significant offshore modifications. This requires judgement to ensure asset integrity is maintained
• Compliance - Ensure compliance with all health, safety and environmental legislation and best practice for all aspects of production operations. Ensure that the HSE & DTI are informed of operational issues as appropriate and develop good relations with them to minimise regulatory penalties
• Risk Management – Understand and manage the offshore operations to ensure that Perenco UK are not taking inappropriate risks in executing their work. This requires a thorough knowledge of HSE acceptable standards, risk management tools and practical operational experience to ensure the correct risk (benefit analysis is carried out
• EER- competent in the management of emergency’s for offshore installations

Essential Skills / Qualifications:
• The jobholder must possess very strong operational knowledge of the offshore gas business and have a sound knowledge of engineering, maintenance management principles, planning and logistics and relevant legislation.
• In addition, the jobholder must have strong leadership skills in order to develop others, provide timely feedback and guidance to the OOE’s and Team Leader’s.
• They must also be able to facilitate change where the tasks are complex, unclear or uncertain
