The Role:
Job Summary:

Reporting to the Drilling Superintendent and Head of Drilling, the Offshore Materials & Services Coordinator (OMSC) is a Dubai office based position responsible for:

• Supporting supply chain department contract preparations and maintenance
• Project cost tracking
• Day to day procurement and logistics planning within drilling department

OMSC needs to develop a strong working relationship with drilling, supply chain, HSE, production & marine departments, offshore rig team and service companies. The OMSC will work within the drilling department and support the Drilling Superintendent and Drilling Engineer and the supply chain department in the process of contract preparation & maintenance, procurement and logistics of all equipment and services requirements for the offshore drilling operation. The position is predominantly Dubai office based however OMSC will be expected to work from time to time in Oman Muscat office, Production department at Khor Port, logistics base(s) and warehouse(s), vendor’s locations and the rig site.

Key Responsibilities:

• Demonstrate strong commitment to HSSE, team work and driving down well costs without a compromise on value.
• Interface between drilling department and the supply chain department for all logistics and materials movements to and from drilling rig.
• Supports the Drilling Supervisor and rig based materials man on the 14 day materials and services look ahead for drilling operations.
• Provide vessel load out plans to all concerned.
• Will communicate early all equipment and service requirements necessary for the ongoing offshore drilling campaign to the Drilling Superintendent and Drilling Engineer.
• Complete all forms and documentation requirements and follow supply chain procedures for all project materials, services and OCTG required for the rig.
• Assist drilling department provide support to the supply chain department in the preparation of ITT scopes or work, EOIs, evaluation methodologies and issuing of contracts and other such documentation requirements that may be required by MOG and internal procurement and logistics procedures.
• May be required to support drilling department in Ministry of Oil & Gas contractual presentations.
• Assist with preparation of AFEs and entry into Epicore (ERP) database.
• Provide the drilling department interface to the finance department for their ongoing reporting requirements.
• Place work orders and other requirements using the Epicore (ERP) system and assist supply chain department with input, upkeep and withdrawal of drilling equipment from stock and keeping database of drilling equipment updated.
• Assist Drilling Engineer with tracking actual costs against AFE including invoice reconciliation and report variances at an early stage.
• Focal point for any OCTG inspection requirements and liaise with inspection teams as required and requested.
• Ensure compliance with international standards (API IADC ISO) through review and audit. Report immediately any non-compliance to Drilling Superintendent and develop a forward plan.
• Focal point with drilling service companies on a day to day basis for all equipment planning and requirements for operations however liasing with supply chain department on any commercial or contractual issues.
• Complete purchase requisitions and call offs (including service company cost estimates) according to contract requirements for equipment and services relating to rig operations and hand over to supply chain for logging in company system.
• Check invoices for accuracy according to AFE and call off cost estimates.
• Participate in regular rig calls with rig based personnel and provide all necessary planning support.
• Assist the Drilling Engineer in routinely updating the master equipment list per section in accordance with drilling programme requirements.
• Ensure the supply chain department has all the relevant information and equipment requests for required stock to keep material stock levels up to date. Review the existing inventory levels and associated forecasts. Assist to Highlight any gaps immediately and ensure that appropriate lead time is considered when developing procurement requirements.
• Coordinate helicopter passenger and freight requirements in parallel with boat logistics.

Essential Skills / Qualifications:
• Track record of delivery as Offshore Materials and Services Coordinator with relevant experience (+15 years’ experience preferable).
• Excellent knowledge of Drilling terminology, OCTG, Drilling equipment and Modern Drilling and Completion practices.
• Cost conscious and can focus on cost reduction but not at expense of value and quality.
• Focused on continuous improvement.
• Self-starter.
• Strong team player.
• Excellent interpersonal skills with the ability to communicate at all levels.
• Ability to coach and mentor other staff and willingness to listen and support.
• Experience with various ERP systems.
