The Company:
Our client is a major oil and gas Operating Company in the State of Qatar

The Role:
Key Result Areas:

• Supports the PMT Representative in oversight of EPC Contractor’s construction and commissioning activities and provides advice as necessary to ensure they comply with the client and Project SHE&S requirements, safety rules and regulations.
• Oversees all activities to ensure achievement of SHES objectives; compliance monitoring and implementation of SHES Execution Plans; and implementation of SHES management systems
• Liaising and assisting the EPC Contractor’s Team in all aspects of safety, health, environment and security pertaining to Project personnel and Project.
• Attends and participates in Site Safety Meetings, Safety Committee Meetings, Risk Assessments, Toolbox Talks and Job Safety Analysis.
• Audits and monitors offshore site construction and commissioning activities at regular intervals in order to identify any unsafe acts, to verify whether safe working practices are being adhered to and that the Project Safety Procedures are being complied with.
• Coordinates with other PMT members and ensures active participation in management safety inspection tours and daily walkabouts.
• Reviews all health, safety, environmental and security reports and monitoring the implementation of remedial actions.
• Examines trends and proposes corrective action to prevent recurrence of accidents / incidents as necessary.
• Provides weekly SHE&S reports, metrics and highlights and any compliance issues to the PMT SHE&S Manager.

• Works in an evolving business environment where expansion opportunities are being identified on a continuous basis adding additional complexity and workload to the existing project environment.
• Works effectively within established procedures, or creates and endorses new procedures as necessary to further develop the Project Management philosophy.
• Works on large capital expenditure projects in a highly dynamic team environment that has tight-deadlines, high pressure and visibility, requiring accuracy, initiative and the ability to multi-task as essential skills.
Communications and Working Relationships:
• Interfaces with various project teams and departments on resolving related issues that requires effective communication, initiative, flexibility and an ability to induce collaboration.
• Interacts effectively with the management and external stakeholders, including statutory auditors, shareholder auditors and other entities to discuss project practices and issues.
• Exhibits team leadership skills, integrity, self-confidence, fairness.
• Indirectly manages a number of Contractor SHE&S personnel and help the development and mentoring of all staff – no direct reports.
Problem Solving/Complexity:
• Undertakes complex tasks and acts as a source of guidance for staff and internal customers. Is expected to handle all but the most complex problems and difficulties that might arise.
• Takes initiatives, based on experienced gained, to deliver timely and cost effective service.
• Sets situations/issues in the context of the entire team and has an appreciation of the wider relationships with other people and organizations.
Decision Making Authority and Responsibility:
• Works independently within established procedures, plans and budgets and contributes to the development of these.
• Has autonomy over scheduling and planning of own work; organizes efforts of work group to achieve overall efficiency.
• Establishes credibility with peers, subordinates and supervisors.

Essential Skills / Qualifications:
• Good written, verbal communications and computer skills
• Occupational Health & Safety Qualification
• Minimum of five (5) years experience in one or more of: Off-shore commissioning, Start-up, Brownfield Offshore; Shut Down experience
• Conversant with the latest legislation concerning Health, Safety, Environment & Security
• Experience working in Hot Climates (preferred.)
• Minimum of ten (10) years in Off-Shore Experience in the Oil and Gas Industry
• Minimum of fifteen (15) years in Health, Safety and Environment affairs in the Oil and Gas Construction Industry.
• Worldwide experience of working with contractors in the construction industry
