The Role:
POSITION REPORTS TO: Onshore Facilities Project General Manager

• Lead a multi discipline and multi-national Commissioning team for the Onshore Facilities (Terminal) Project in both London and Azerbaijan
• Commissioning Authority as defined within System Management Handover Process (SHMP)
• Manage the SHMP from Mechanical Completion through to System Handover.
• Comply with Company’s expectations in Safety and Quality as well as ensuring the Commissioning activities meet the Company Commissioning process, schedule and cost.

• Competent in communicating in English language both verbally and written
• Ability to work on own initiative.
• Good inter-personal skills.
• Track record in developing technical personnel into competent workforce
• Ability to produce written reports and procedures.
• Ability to interact with Mechanical, Electrical, Instrument and Process Engineers & Technicians
• Computer literate in MS Word, MS Excel and MS Powerpoint
• Deep understanding of Commissioning and Completion process’s

• Demonstrable HSSE Leadership and personal commitment to Safety
• Awareness of safety management systems.
• Track record of experience gained in similar oil and gas / petrochemical / power generation related international projects, in a similar role leading to development of the following skill sets:
o Commissioning , start-up and operations functions
o Commissioning completions / certification systems
o Commissioning and handover procedures
o Site Integrity Management (IM) standards and the application of IM to commissioning.
o Control of Work processes during execution
• Ability to work with interdisciplinary teams and communicate with discipline engineers
• A proven decisive and pro-active team player with good communication skills
• Proven ability to develop procedures , practices and strategies from first principles
• Previous experience of project start ups


• Demonstrate personal HSSE leadership and excellent HSE behaviours at all times, and ensure that safety expectations are communicated and maintained
• Lead role for project delivery during the commissioning phase
• Review engineering design and provide comments toward “commissionability “ at site
• Interface with the Operations team and Start-Up Manager on expectations for handover
• Establish an effective commissioning organisation and verify resources are sufficient, accounting for schedule compression, change of scope or loss of resources
• Develop the commissioning requirements for the construction contracts
• Set clear guidelines on recruitment, ensure competency of all commissioning personnel.
• Development of Limit of System Handover (LOSH) drawings
• Contribute to project execution as appropriate, especially in helping to minimise and control any change towards completion, commissioning and handover
• Develop a detailed commissioning plan, in line with overall project schedule, and agree with Construction Authority detailed mechanical completion sub system handover dates
• Provide sufficient resources to support development, review, approval and use of accurate commissioning procedures
• Demonstrate personal commitment to the use of the commissioning procedures during safety tours, safety meetings and site inspections, and take action on items arising from verification activities
• Ensure appropriate training is provided for employees and contractors involved in commissioning
• Manage the commissioning schedule and budget
• Develop a commissioning assurance process that has clear KPI’s / audits / activities and in line with GPO requirement and gain agreement with the PGM
• Develop a detailed pipe cleanliness and preservation process and agree with Construction Manager, and ensure fully implemented at site

• Deliver Company commissioning expectations for the Execute stage
• Develop vendor support requirements, budget and scheduling
• Commission the facilities in accordance with the design intent
• Act as the Commissioning Authority as defined within the SHMP
• Manage the SHMP process from Mechanical Completion through to System Handover
• Provide commissioning support to Operations during the start-up phase

Essential Skills / Qualifications:
•Minimum Recognised Engineering Degree Qualification,
(HNC/HND may be considered with appropriate experience)
•Desired Chartered Engineer
