The Role:
- Risk Management • Ensure operational risk in relation to OCT is identified and managed. • Ensure that the regional performance standards relevant to OCT are met through proper equipment selection and appropriate maintenance, and service management. • Own and implement the OCT technology strategy and lifecycle within the Region. • Investigate operational risks within the region, and provide mitigation plan to the regional OCT Technical Authority. • Create and oversee the delivery of the configurations management policy for OCT. • Participate or lead HAZOPs in relation to OCT. • Ensure that all material equipment failures are properly investigated and lessons learned/ route causes are disseminated and reported. • Produce recommendations for equipment operation or maintenance continuous improvements in OCT. - General Management • Manage the performance of OCT engineers, supervisors and technicians and ensure that each has appropriate current training & development plans. • Plan and manage the OCT budget for the Region. • Manage internal suppliers, external contractors and vendors for regional OCT. - Operations and Maintenance • Meet with OTLM to set maintenance priorities and allocation of maintenance resources (technicians, equipment, logistics, etc). • Execute the OCT integrity management plan, incl. planned, break-fix and corrective maintenance. • Coordinate OCT Modifications (MODs/ Upgrades process from initiation to maintenance review. • Create OCT Modifications (MODs)/ Upgrades plans and supervises installation/ commissioning. • Authorise the systems management service lines and MODs/ Upgrades and supervise the performance of their delivery.

Essential Skills / Qualifications:
Minimum bachelor's degree in Electrical, Computer, IT, Telecommunications engineering.
• Minimum 10 years of discipline post-graduate experience. • Extensive experience operating critical telecommunications systems. • Experience with advanced telecommunications design and maintenance.

Desirable Skills / Qualifications:
• Working knowledge of industry and government standards
• Working towards Chartered or Professional Engineer registered with the Institution of Engineering and Technology (UK) or a national equivalent. • Project and/or operations experience as a telecom engineer. • Working knowledge of risk analysis techniques such as HAZOP / CHAZOP. • Knowledge of BP standards and practices..
