The Company:
Our client is one of the world's largest integrated energy companies conducting business in countries all around the globe. They are engaged in every aspect of the crude oil & natural gas industry, including exploration & production, manufacturing, marketing & transportation, chemicals manufacturing & sales, geothermal, power generation, renewables & advanced technologies.

The Role:
Specific roles include:
Appointed Operations Authorized Person (Group HSSE &SP CF)
HSE&SD TA2 for the operations readiness & assurance and brownfield production operations execution
Member of the project HSE&SD Functional Leadership Team
Member of the Asset Operations Leadership Team
Delivery against DCAF and PCAP requirements and the Technical Authority structure
Maintenance of the asset operations risk register where risks are HSE&SD related
Managing the HSE activities specific to asset operations including assignment and deployment of established HSE resources supplemented, where necessary, by contractor or third party resources, and associated budget control. These resources include:
o Operations HSE leads (field-based)
o Road safety expertise
o Permits and personal safety expertise
o Shared resources such as technical safety, environment, medical expertise

Asset Operations HSE Activity Overview
The HSE activity areas can be summarised as:
Effective roll-out and implementation support of HSE management within an environment where many individuals have limited, if any, previous experience of such an approach and for whom Arabic is their first, and possibly only, language
Activity planning and scheduling, resource and contract management
Development of Design & Operations HSE cases, Shutdown, and Commissioning & Start-up HSE Management Plans (for operating assets and operational activities) including application of Bowtie based analysis and the HSE input to, and interface with, Asset Integrity and Process Safety management.
Provision of expert advice on the technical aspects of surface facilities design and interfaces with wells and export pipeline systems where there is an operational content, this includes HSE&SD input to
Provision of expert advice on operational HSE risk management (PTW, SIMOPS, H2S, Emergency Response, HSE critical activities and tasks, etc.) and development of associated HSE&SD Procedures (if necessary with support of subject matter experts) and Work Instructions
Support to in-field production operations including the field based HSE&SD Advisers working under the Field Operations Manager
Overseeing the activities of the Technical Safety, Environmental, Medical, SIMOPS etc. personnel assigned to support asset operations

Current asset operations activities and planned deliverables are:
Shutdown HSE Plans including bowtie analyses
Commissioning & Start-up HSE Case for new facilities and the overall start-up of the integrated facilities
Integrated facilities FCP Operations HSE Case, HSE&SD Procedures & Work instructions
HSE&SD input to Project to Asset Handover, Flawless Start-up, Operational Readiness & Assurance, Audits & Reviews including pre start-up audits.
A contract has been awarded for the provision of specialist support to the development of a range of HSE Cases, SIMOPS procedures (including MOPOs) and ad hoc support.

The incumbent will initially be based in Dubai with frequent visits to Iraq (a willingness to travel to Iraq is essential).

Essential Skills / Qualifications:
The applicant must be a good communicator and team worker. Experience of working in an onshore middle-east operating environment will be seen as an advantage.

A self starting individual with HSE/Operations background, pragmatic, adept at managing the execution of activities associated with HSE aspects of production operations for brownfield facilities and the transition from projects to operations, typically this will include management of HSE associated with:
Inherited legacy issues, in particular brownfield asset integrity and operator competence.
Support activities for production operations including road transport
HSE permit requirements
The Project execution interface with Brownfield operations requiring extensive SIMOPS and shutdown management and the fact that a series of shutdowns introduce an element of phased facility start-up.
Preparation for post-FCP operations requiring the application of the Project to Asset handover and flawless start up processes and all HSE
