The Company:
The Operations Manager leads the team responsible for all operating aspects of the companies Containment System including playing a key role in the Incident Command Structure of any actual or drill well incident event where their deployed, and interfacing with Regulatory agencies as necessary. This role will also work closely with the Maintenance Superintendent to assure maintenance activities are being conducted on company equipment at field locations commensurate with prescribed plans and pro

The Role:
ESSENTIAL FUNCTIONS

• Develop and implement short and long-term strategic and tactical plans for the ICS team.
• Validate Operating procedures are in place and adequately reflect steps needed to safely deploy, install, operate, dismantle, decontaminate, and restock all ICS equipment. Lead preparation of any new Operating procedures or revisions of existing procedures with Training Team.
• Ensure that the Cap and Flow System and associated Operating procedures are ready for deployment when called up due to a well control incident.
• Provide leadership to Operations staff assigned to equipment storage field locations, and thru these staff assure maintenance of all equipment is being conducted as prescribed by the Maintenance function.
• Responsible for development and readiness of Operating staff necessary to operate the equipment in the event of emergency response.
• Ensure adequate resources exist 24/7 to respond to an incident.
• Responsible for ensuring contracts for storage of equipment as shore bases and associated onshore sites are maintained and managed to ensure effective and safe operation.
• Responsible for operations related aspects of the ECS as assumes operational control.
• Post completion of ECS handover to client, accountable for all operational aspects and associated contracts for both the ECS and ICS equipment deemed necessary to retain for incident response flexibility.
• Responsible for owning and investing time in individual learning and development to enhance leadership and interpersonal skills.
• Support Chief Operating Officer (COO) with continued organization and system development objectives in preparation for handover and the Expanded Containment System (ECS).
• Assist the COO in collaboration with other members of the COO LT to prepare the annual operations and maintenance plan and budget, and track performance against budget for area of accountability.
• Work closely with the ECS Project Team and Chief Technology Officer, who is accountable for ECS Operations Readiness activities, to prepare company for equipment handover from the Project Team. This preparation includes all equipment, documentation, functional skills needed to deploy/install and operate new equipment, and coordination of on-going maintenance/preservation with Engineering and Maintenance.
• Work with the Maintenance Superintendent to ensure all ICS (and future ECS) dynamic and static functional tests and inspections as dictated by companies Preventative Maintenance program.
• Support development and implementation of the companie’s HSE Management System and maintain strong ties to HSE organization to facilitate deployment. Ensure all operations are planned, executed, and audited with the highest degree of safety, integrity and excellence. Work with the Training Team to identify the training and competency needs of staff in the Operations organization to be prepared to respond to an incident.
• Source and maintain functional expertise needed to deploy the capping stack, subsea dispersant system, subsea manifolds/flowlines/risers, and the surface capture system (vessels and processing equipment). For the ICS, this functional expertise will be limited to supporting the Responsible Party who manages the installation of the system, operation of the subsea equipment, and secures Mutual Aid equipment including the capture drill ships.
• Work with the Logistics & Procurement teams to ensure all required contracts are valid and properly maintained. Ensure essential contractors capability and readiness via scheduled and unscheduled assessments and audits.
• Support and advise the Officers in decision making and other capacities as needed.

DIMENSIONS
• Direct Reports: Will have a team of company staff including Senior Field Superintendents, Field Forman, and Operations Tech
• Indirect Reports: Approximately 100 contract staff assigned to operate the Marine Capture Vessels in a response. Also oversight of approximately 25 shore base contractors assigned to manage warehouse and maintenance activities.
• Operating Budget: 25 to 50 million US$ depending on annual operating budget and field activities.

Essential Skills / Qualifications:
QUALIFICATIONS
• 4- year degree from an accredited university.
• Demonstrated strong operational experience: ideally has worked in a senior operations role for 10+ years in a global Deepwater region with a minimum of 3+ years working Gulf of Mexico assets. Candidate must have 5+ years of formal senior Operations Team Leadership experience.
• Comfortable working in a cross-functional environment with experience collaborating with others to successful completion of work tasks.
• Demonstrated skills as a “silo-breaker” and comfortable with change and leading change.
• Self-starter and results oriented; comfortable with working thru others to achieve own results.
• Previous experience in supervising Pre-Operations team on a major capital project. Experienced in managing equipment handover, establishing operational processes and systems, and start-up operations.
• Strong operational experience managing simultaneous operations in a multi-company response environment.
